Welcome to the
Chinese Scholars Association 2006 Convention.
We are honored to
have such a distinguished group of honorary members gathered here this
evening. Again, I want to recognize:
Ambassador Zhong, Dr. Baltimore, and Dr. Alice Huang along with CSSA-president
Li Bo and a host of our accomplished professors and professionals gathered here
tonight. On behalf of all the directors
of CSA board, I would also like to express our deep appreciation to Ms. Sue
Zhang, Mr.
As you know, the CSA
was established 8 years ago, by a handful of scholars who shared a great
enthusiasm for the work of Chinese American professors and professionals. Our past board presidents, Dr. She Zhensu,
Dr. Kwan Ming Chan, Dr. Lin Lianlian along with all the board directors,
envisioned three common goals: to weave a spiritual link for Chinese American
scholars and professors; to deliver the latest information of Chinese science
studies and higher education to all of our members; and to foster cultural and
friendly communication to cross natural borders.
What has occurred
with CSA in those 8 years is remarkable.
Beginning with a fledgling group of scholarly professors it has grown
into a well recognized professional organization.
This year, we have
24 outstanding scholars become our new lifetime members. We have also received
numerous papers for our journal from the professors and professionals in both
We sincerely wish
more scholars and professors would join in us and would submit new work &
findings in the next year, since that would be really a good opportunity for
you and for CSA to present our expertise and resources not only to our members
but also to the scholars and professionals in both the USA, China and the
rest of world.
The concern and
expectation of Chinese American scholars and professionals have been our
greatest drive to advance. It is my
belief that all of our CSA board members and esteemed leaders will work even
harder to make our organization the best of its kind in the years to come.

增加學朮討論 介紹研究成果

Sing-Tao USA包承柯怕沙迪納市報道 南加州華裔教授學者協會2006年的年會，4日在加州理工學院舉行，並舉辦科技前沿領域的學術討論會，該校前校長、諾貝爾醫學獎得主David Baltimore、以及中國駐洛杉磯總領事鍾建華等人都到会祝贺。 身為華人女婿的David Baltimore，在1975年獲得諾貝爾醫學獎時只有37歲。他當天在年會中曾就當前生物科技的研究與發展發表專題演講，介紹自他獲得諾貝爾獎以來的生物科技最新發展，指出基因組研究對現代醫學科學的發展攸關重大，將是未來生物科技研究的主要領域，還說現在美國各大學的醫學研究也很重視幹細胞的研究，這些研究的新的成果，將可為醫學科學的研究帶來突破性進展。 鍾建華對華裔教授學者協會年會的召開表示祝賀，推崇該會近年所辦各種活動的成就，期許該會成員繼續推動中美科技合作。 協會會長姜鎮英表示，同往年不同的是，今年的年會增加學術討論會，邀請多位學有成就的華裔教授和學者，介紹他們的研究成果。該會是在八年前成立，原來的年會只是一些娛樂性和社交性的場合，由於華裔教授中研究有成的學者很多，該會因而決定透過舉辦學術討論會，讓與會者可以交流溝通，從而知道其他學科領域中的最新發展。 整個學術報告會分科學組和社會科學組兩大類，在科學組中，由洛杉磯加大（UCLA ）藥理學教授吳虹介紹癌症研究的最新成果。她根據最新研究成果表示，癌症是人體基因突變引起的，例如日照過多，容易引起皮膚癌，抽煙過多易引起患肺癌。她還認為，另有一部分的癌症是由遺傳基因引起的。 該校電腦學係主任叢京生則介紹美國、中國和台灣三地7所大學，就「千兆級系統集成芯片設計」的共同研究，他說，這個項目現在正由加大洛杉磯分校、聖塔芭芭拉分校、北京大學、清華大學、浙江大學、以及台灣的清華大學、交通大學共同合作研究中，迄至目前為止究已經進行了5年，不少成果已經被業界生產成產品，帶來巨大經濟效益。他說，現在超大型集成電路的自動化設計，已經從二維電路發展成三維電路，集成電路的運算速度因而大幅度提高。 出席年會的貴賓包括清華北美教育基金會理事長張素久、美諾醫療集團公司總裁粟亞、花旗金融集團所羅門金融投資公司副總裁林日昇、著名華裔電視節目主持人卓蕾和美中企業家商會會長孫文鐵等人在內，共有近200人。 |

首个"创业风险基金"
浦东新区巨资扶持高新企业
浦东新区政府投资10亿元，这是一笔特殊的资金：创业风险投资基金。据悉，浦东新区10月21日启动国内首个政府创业风险引导基金，目前政府率先投资10亿元，专门推动一批有潜力的中小型高新技术企业的发展，预计”十一五“期间该基金规模将达到200亿元，具体细则尚在落实中。
目前国内约有2000多家中小型‘高成长’科技企业，企业，它们发展速度极快，由于利润空间较大，大多数企业都在海外上市。浦东新区政府财政拨款10亿元，主要就是引导一批具有一定发展前景的高新科技企业，这好比是一块吸铁石，今后将吸引更多的社会资金进来，形成一个庞大的投资
基金系统。 创业风险投资基金是一笔面向中小型高新技术产业的“救济基金”，当然“被救济”的这些企业必须具有一定的开发前景，属于“潜力股”，通过资本运作后，成功帮助这些企业上市，投资方将从中获得一定的收益。
张江正成为创业风险资本投资重地 张江已经是中国的“硅谷”，集聚了一大批中青年科技人才，这成为国内外创业风险资本“瞄准”的投资“重地”。 去年，浦东新区将“创业风险投资体制”纳入综合配套改革试点，并在张江建设了创业风险投资广场，引入了IDG、Softbank等一批国际知名风险投资公司。浦东新区开放近10年间，高新技术企业从53家增加到498家，高新技术产业值翻了四番，去年突破1600亿元。

上海律师收费管理实施办法正在进一步修改完善中，今年12月1日将正式出台。上海将进一步规范律师收费制度，完善《上海市律师收费管理实施办法》，强化律师收费的三大原则：公开透明，协商一致和程序规范。 严格规范律师收费环节和收费程序，提高收费透明度和规范性，包括：细化律师事务所与委托人签订的收费合同；进一步明确计件收费，规范按比例收费，引导计时收费；律师收费发生争议时，明确律师事务所应当与委托人协商解决，协商不成的，提交律师协会等部门调解处理。

中国"土地出让金"新规将出炉 城镇土地使用税将提高两倍
土地出让金将不再是地方政府的“小金库”。消息显示，《土地出让金收支管理办法》（草案）（以下简称《办法》）已基本修订完成，待国务院审批后，不久可正式下发。《办法》明确土地出让金将实行收支两条线，并接受地方人大的监督。 《办法》初步规定建设用地城镇土地使用税提高两倍，新增建设用地有偿使用费和耕地占用税各提高一倍；土地出让金总额的15％必须用于农地复垦和土地整理开发，而此前只要求把土地出让金增值部分的15％做此用途。同时，土地出让金将全额纳入地方财政预算，实行“收支两条线”，并接受地方人大的监督。
值得注意的是，以上三项税费，耕地占用税及城镇土地使用税直接针对开发商，而新增建设用地土地有偿使用费则针对地方政府。2005年各地区间为吸引招商引资，采取各种手段竞相压低地价使得全国新增建设用地使用费流失严重。中国被征地农民补偿标准偏低， 而各地盲目扩大城市建设规模的现象很广泛。中原地产相关分析师认为，国家提高了以上三项税收的标准，有利于加大城市规模扩张的经济约束，同时确保被征地农民原有生活水平不降低。
“土地出让金收支两条线的规定将会在《办法》中得到明确，这将在很大程度上从源头上规避很多问题。”一些地方政府为获取土地出让金收入而盲目扩大城市规模、盲目加大旧城改造力度；招商引资恶性竞争，竞相压低地价；拖欠、挪用农民征地费；一些地方擅自挪用土地出让金，大量透支未来土地收益。业内专家认为，这些问题的产生，其主要原因就是国有土地出让收支管理不规范，不少地方国有土地出让收入和支出没有纳入财政预算，脱离了地方人民代表大会及其常委会的审议和监督。 不过，房价是否在土地出让金新规出炉后出现水涨船高局面？地产分析师指出，增加土地使用税及耕地占用税标准势必会提高土地出让金费用，但其增加幅度占土地价格比例微不足道。

In this seminar, Mr. Namoch Sokhom, Director of Business Development Center of Pace will share his many years of professional consulting and training experience with the audience.

Namoch Sokhom has worked at PACE since
1999, first in the Work Opportunity
Department office and later being promoted
to his current position of Director at Business Development Center. He has successfully implemented some
micro-enterprise and Individual Development Account (IDA) programs. He once
worked for a Knight-Ridder Newspaper as Accounting Supervisor for
five years; in 1995 he returned to
Mr. Namoch Sokhom holds BA in Mathematics and Economics from Saint Olaf College, Minnesota and an MBA in International Banking and Finance from American Graduate School of International Management, Arizona.
The seminar is organized by the Center for the Study of Minority & Small Business and the Department of Business Administration at UWest, and PACE.

美国北达卡他州立大学国际招生部主任Lissa
Hauck来杭州招生面试，和浙江学生面对面咨询。据Lissa博士介绍，学校此次是面向浙江进行本硕招生。他说，SAT虽然相当于美国的高考，但对中国学生来说，SAT并非必备条件。 自2005年春季以来，在美国留学政策的大幅度放宽和美国政府、使领馆积极推动下，赴美留学成为中国家长和学生最关心和关注的话题

拿SAT高分不易
SAT是美国高中生进入美国大学需要参加的考试，但国内学生想通过参加这些考试来申请美国名校，并不是一件轻松的事。目前New
SAT I包括数学、英语和写作各800分，满分为2400分。SAT考试内容比较多，如SAT
I，考试总共是3小时45 分钟，考试内容涵盖数学、英语、写作三方面，题量大，参加者除了要熟练掌握各专业英语词汇外，还要重点理解和掌握解题技巧及方法，尤其是写作方面难度较高。
其次SAT在评分上也与国内有很大的区别。以数学为例，数学的考试是60
分钟，55道题。实际上要求考生一分钟答对一道题，答对一道题你得一分，如果全部答对，55分，经过平均的换算你的数学就是800分。但是你答错一道题，要倒扣三分，这对学生做题的精确度要求相当高。

国际航协停发中国国内纸质客票 机票价格有望进一步下调
从2006年10月16日起，国际航协将停止向全国所有代理商发放国内纸质客票，此举预示着中国民航机票电子化进程又向前大大迈进了一步。专家表示，随着这次电子客票的大面积普及，国内机票票价有望进一步下调。
婴儿仍可使用纸质机票，各代理点在10月13日接到国际航协的正式通知———从今年10月16日起国际航协将停止发放BSP国内纸质客票。同时通知规定，针对三种情况，仍可继续使用部分国内纸质客票：第一种是婴儿票、伤残军人等客票；第二种是因机场暂时的技术问题仍需使用纸质客票的部分城市，如：井冈山、林芝、邦达、满洲里、牡丹江、佳木斯、思茅和西双版纳等城市；第三种是航空公司总部向国际航协发出书面通知，需要继续发放部分纸质客票。
这次通知停止发放的只是国内纸质机票，国际纸质机票不受影响，同时旅客已在各机票代理点已经领取的纸质机票仍将有效。 明年底国内实现机票无纸化,
虽然今天起代理点已无纸质机票发售，但是为了为方便部分消费习惯还没有改变的消费者，在机票全面电子化之前的过渡期内，航空公司的直属售票处仍有电子和纸质两种机票可供消费者选择。
数据显示，自2004年9月1日起，电子客票陆续在全国各地使用，销售量从最初的每年几百万张迅速攀升至2005年的2000万张，占全行业客票销售的20%左右。东航预计今年年底的电子客票将占总销售量的50%。按照时间表，到2007年底，国内将全面实现机票“无纸化”。

UTD開辦孔子學院 志在必得 決心把人文學院辦成北德州中國文化研究中心
【World-Journal 達拉斯】德州大學達拉斯分校(UTD)31日正式提交申請在該校開辦孔子學院。為加強雙方合作，UTD的中國夥伴三峽大學日前派代表團訪達城。 經過半年多的籌備，UTD決定正式申辦孔子學院，並由來訪的三峽大學國際文化交流學院院長田祥斌、體育學院院長王炳華等31日親自前往中國駐休士頓總領事館，遞交申請給教育組組長查衛平。
UTD申辦孔子學院一事，在該校華裔副校長馮達旋的發起和推動下進展迅速。中國教育部副部長吳啟迪5月初訪問該校時，馮達旋曾表達設立孔子學院的意願。一旦申辦成功，三峽大學將在北京國家漢辦的資助下選派有經驗的中文教授前來UTD講學，並負責聯系學生交換、協助擴展對外交往活動。馮達旋對申辦孔子學院志在必得，認為此舉對不僅對德大，而且對達福地區意義深遠。UTD決心藉此把人文學院辦成北德州中國文化研究中心。作為設立孔子學院的要求，UTD正在招聘兩名中國語言和歷史教授。

spirit, I would be remiss if I did not mention something that has local
(Metroplex) connection. Indeed, one of the scientists who had the vision,
the tenacity and the political strengths to push forth the SSRF project to be
housed in
I am proud to say
that FJY was for the past six years a member of UT Dallas Research Advisory
Board.
Perhaps what is profound about SSRF is that half of the funding of this magnificent research facility (approximately 1.3 Billion RMB ($160 Million US, but in terms of buying power, it is probably closer to $1 Billion), in which new material sciences will be created and investigated, was half funded by the municipal government of Shanghai. This is another manifestation of how this exciting city in the 21st century wanting not only to be a global financial center, but also a global center for science and technology.

中国教育部正酝酿高校改革 教授不上讲台可能被摘帽 (胡力丰、徐 美）
教育部高教司司长、清华大学教授张尧学7
日在长沙理工大学做了题为《中国高等教育的改革与发展》的报告。张尧学透露，为提高高等教育质量，推动教授上讲台，教育部正在酝酿相关改革措施，教授要拿出相当精力来教授基础课，一定时间不上讲台就摘帽子，年轻教师则偏向于科研。
张尧学表示，目前，中国高等教育发展的核心指导思想是提高质量。名师出高徒，提高高教质量，师资队伍无疑是重要一环。不可否认，高校里有像孟二冬式的好教师，但如果以较为传统的标准来衡量，一些教师的职业、道德水准在下滑：学术造假、不好好上课的还是有不少；一些老师不是扎扎实实地搞科研，而是想靠科研来多挣点钱。
张尧学表示，教育部在积极推动教授上讲台的同时，正在酝酿出台系列的配套措施。譬如，今后可能只有教授(副教授)上讲台(主要针对基础课)，而且工作重心偏向教学，不上讲台的“摘帽子”，同时可能借鉴美国等国家做法，大学教授也搞年薪制，封顶，将其在争取来的科研项目的提成控制在一定的比例内，只有科研成果申请专利并转化才能得到可观回报。而年轻的大学老师做助教、辅导员，重心主要在科研。同时成立一些教学团队，由教授、助教、辅导员等构成，协调好科研与教学的关系。
提高质量，张尧学认为大学生着重要培养三种能力。首先是创新能力。张尧学认为，创新能力是把一件事情做到尽善尽美的一种追求。所有的学习过程都应该是找出问题、抽象问题、解决问题的过程，这是一个创新的过程。二是交流能力。交流能力的培养包括两个方面：写和说。张尧学说，现在正在进行的大学四六级英语改革，一个重要的方面就是要突出对英语的运用，告别“哑巴英语”。还有一个是动手能力。张尧学提出，是否可以将大学生的毕业设计提前，一入大学就在老师的指导下，开始琢磨并实践，可以不断修订，以求在毕业的时候拿出一个漂亮的报告来。
