The BMEI 2008 conference proceedings will be published by the IEEE

recommended for publication in SCI/SCI-E indexed international
journals.

The BMEI 2008 will be co-located with the 2008 Congress on Image and

上海世博会12月5日起全球征集志愿者标志、口号

12月5日开始，中国2010年上海世博会将向全球公开征集志愿者标志系统，包括志愿者标志、口号等。征集截止日期为2008年4月30日，而标志、口号评选审批时间为2008年6月初至7月底。

　　“上海世博会志愿者标志口号创意设计研讨会”说，志愿者招募活动也将在下月5日起正式展开。根据预想，世博会志愿者口号及标志将于2008年10月正式对外公布。

　　世博会志愿者标志和口号的设计应尽量做到：体现上海世博会“城市，让生活更美好”的主题内涵以及“奉献、友爱、互助、进步”的志愿者精神；体现上海世博会志愿者工作以人为本、奉献世博、弘扬文明的要求，突出强调上海世博会鲜明的时代特征、中国文化的特点以及国际化特色；巧妙融合世博会会徽元素，便于记忆和传播。

　　征集活动结束后，所有参选作品将被统一封存。同时，世博局将组织一个由专家、业内人士构成的评审团。评审团主要负责海选参评作品。而筛选出的作品最终将被推荐到世博会组织单位，最终确定标志及口号。相关负责人强调，评审员必须要保证自身没有作品参与评选。“只有这样，评审员才能不被原有设计框架所影响，评审工作才能保证公平公正。”为让更多人参与，征集活动可能会在校园、创意社区等场所进行推介。相关负责人预计，2008年10月，标志及口号将对外公布。

　　中国2010年上海世博会志愿者总数预计需要达到几十万，大体分为世博园区内及园区外两种11大类岗位。园区内志愿者将直接为世博园区运营提供各种人性化、专业化服务。而园区外志愿者主要是在全市组织开展一系列迎世博志愿服务行动，如城市交通管理、社区志愿服务等。

为避免出现小语种志愿者短缺的状况，上海高校相关语种培训量可能将会有所增加。而世博局相关负责人透露，还将考虑扩展志愿者的招募空间，沪宁杭三地都将成为志愿者的征集区域。志愿者主体主要由学生、社区人员及年轻白领构成。世博会主办方将会制定出志愿者最短工作周期。所有志愿者以轮岗形式工作，工作期限不短于最短周期。而世博会也将考虑与学校协调，便于在校学生分配好工作、学习时间。

Joe Alexander 博士在加入Belment大學之前，曾於2002年到2007年六月擔任北科羅拉多大學Monfort 商學院教務長。在他的領導之下，北科羅拉多大學的商學院曾獲2004年全國性Malcolm Baldrige 最優質獎，是唯一一所獲獎的商學院。Malcolm Baldrige評比每年都會根據企業、教育組織及健康照護機構之傑出的七項特性做評比，其中也包括領導技巧及策略規劃。Alexander 博士現正擔任全國性Malcolm Baldrige 質量評比基金會的主席。

Alexander 博士於Memphis 州立大學取得他的碩士及博士學位，由阿肯色州的Harding大學獲得他的市場行銷學士學位。在從事教育與研究之前，他曾擔任過市場調查與分析的相關工作，他也曾為許多政府部門、企業、教育團體過諮詢顧問，從State Farm 保險公司到科羅拉多立法機關。自2005年以來他已舉行超過75場橫跨美國和海外演講，主要針對如何使用優秀技術進而提高組織效率。

Before joining Belmont University, Dr. Alexander was the Dean of the Monfort College of Business, University of Northern Colorado (UNC) from 2002 through June 2007. Under his leadership, UNC’s Business School won the Malcolm Baldrige National Quality Award in 2004, the only business school to earn that honor. The Baldrige Award is given annually to businesses, educational institutions and health care organizations judged to be outstanding in seven key areas, including leadership and strategic planning. Dr. Alexander is currently the chair-elect for the Malcolm Baldrige National Quality Award Foundation.

Dr. Alexander earned his Doctorate in Business Administration and M.B.A. from Memphis State University and a B.B.A. in Marketing from Harding University (Arkansas). Prior to beginning his career in academia, his professional experiences were in industrial sales and market research and analysis. He has consulted for a variety of business, government, and educational clients, ranging from State Farm Insurance to the Colorado Legislature. Since 2005, he has addressed more than 75 audiences across the United States and abroad on the use of performance excellence techniques for enhancing organizational effectiveness.

Dr. Alexander’s research has been published in numerous academic journals, including the Journal of the Academy of Marketing Science, Journal of Personal Selling & Sales Management, and Journal of Marketing Education. China to kick off a series of key space projects within 3 yrs

In the next three years, China will launch a series of key national space projects, including landing on the moon and retrieving samples from the moon's surface, said a person at the Commission of Science, Technology and Industry for National Defense (COSTIND), CCTV reported.

So far, China has successfully launched its moon probe satellite and makes the satellite enter into the moon-transfer orbit. In the next stage, China will try to let the satellite make a soft landing on the moon and explore the moon surface (which will be included as the second phase of the moon project) and further retrieve some soil samples from the moon surface (which will be the third phase of China's moon project).

In addition to the moon probe project, China will also kick off some other major space projects. These will include: launching satellites that will observe the earth with high-resolution, launching the Bei-Dou Satellite Navigation System and kicking off researches on the development of new generations of carrier rockets.

At present, there are over 20 China-made satellites working in space. During the Eleventh Five-Year Plan period (2006-2010), China aims to total the number of such satellites up to 60, said Luo Ge, director of COSTIND's No.1 Section.

In the next three years, China will carry out more cooperations with other countries in the space field. China will work with Russia to launch the Mars exploration program and it will work with France in a series of astronomical and ocean observation programs. These cooperation projects will boost China's competitive edge in the space field in international market.

何鼎榮的「奈米鑽石水乳膠體輸送化療藥物」獲研究癌症學者獎 (SingTaoUSA丁曙)

　　西北（Northwestern ）大學生物醫學及機械系華裔教授何鼎，近日獲得「V 基金會癌症研究V學者獎」，由他主持研究的「奈米鑽石水乳膠體輸送化療藥物」項目取得突破，對於治療癌症和其它重病有良好療效，受到醫學界的普遍重視。

　　「奈米鑽石」係一種新的奈米物質，結構近似14克拉的鑽石，但形狀更微小，在輸送化療藥物進入人體細胞時無副作用，療效好。此種治療模式亦可應用治療肺結核及濾過性病毒感染等。

　　何鼎指出，以往癌症患者接受藥物治療後，殘留體內的藥物毒素會對細胞產生負面影響，但奈米鑽石的結構十分有秩序，不會導致正常細胞發炎，對病人來說非常重要，因此，許多臨床醫師對該項成果很感興趣。

　　奈米鑽石可以控制化療藥物含有的毒素，改進了癌症治療方法。在奈米鑽石集合體輸送化療藥物過程中，正常細胞可以受到保護，不會被殺死，因為奈米鑽石在找到癌細胞的正確位置後，才會將藥物緩慢地釋放出來。

　　何鼎指出，一系列的研究確認，奈米鑽石化療法還有一個優點，當藥物被緩慢釋放後，留下的僅是鑽石，但奈米鑽石不會引起細胞發炎。但目前輸送化療藥物的物質可能會引起發炎及嚴重的併發症，使化療藥物的功能受到限制，腫瘤可能更形惡化。

　　西北大學Lurie綜合癌症中心主任羅森(Steven Rosen)博士表示，他對何鼎及其研究小組的「癌症治療法」有著很大的期待，預計該團隊在保護健康細胞免受藥物毒素感染的過程中，將可採用更人為的方式來導向癌細胞。

　　何鼎領導的研究團隊首次涉及這個領域，在研究過程中曾向許多臨床工作者介紹奈米鑽石以及其功能，同行們咸認為這是癌症研究領域的一大突破，也是癌症患者的福音。

2005年何鼎在加州大學洛杉磯分校(UCLA)生物工程系取得博士學位，稍後赴西北大學任教和研究。他的父親何志明教授是洛加大機械航天工程系細胞控制中心主任。

美科学家研究让癌细胞休眠方法癌症将变慢性病（马震）

一个由多国研究人员组成的小组称发现人体免疫系统能阻止恶性肿瘤生长的新证据。他们说，这一发现有助于找到让癌细胞“休眠”的新治疗方法。长久以来医生们一直知道人体内的癌细胞能常年处于休眠状态，直到它们发起“进攻”。但是，医生们对这些致命细胞为什么会休眠却不甚了解。

据英国《苏格兰人报》近日报道，经过研究，美国华盛顿大学医学院的病理和免疫学教授罗伯特•施赖伯等人发现，某些癌细胞能数十年处于“均衡状态”。这一状态意味着癌细胞不会被根除，也不会再生长。

施赖伯等人通过给老鼠注射化学致癌物做实验，发现一些老鼠很快得了癌症，另一些老鼠则只在接受注射点附近发生局部癌变，当老鼠体内免疫系统中的某些成分不再起作用后，局部癌变才大规模扩散。施赖伯认为，这一结果显示，免疫系统先前控制了癌细胞。

施赖伯等人的研究结果发表在《自然》杂志网络版上。“感谢动物实验，科学家们现在能在实验室中重新创造让癌细胞休眠的条件，能直接观察癌细胞受免疫系统控制的情况，”施赖伯说。参与研究的科学家说，癌细胞休眠状态下，人体免疫系统能遏制癌细胞的生长，也能杀死一些癌细胞，但却不能彻底根除它们。

这一研究报告的联合作者马克•斯迈思在澳大利亚彼得•麦克拉姆癌症研究中心工作。他说：“我们未来可能能利用免疫疗法人为导入‘均衡状态’，把癌症转化为慢性、可控制的疾病。健康的免疫系统也是阻止某些癌症发展的重要因素，未来的研究和经过临床确认这一过程，可能会建立将癌症转为慢性病的条件。那它会向其他一些严重疾病一样，能通过服药长期得到控制。”

施赖伯等人计划进一步研究“均衡状态”下的癌细胞和免疫系统，还计划在人身上和不同类型癌症载体上测试他们的研究结果。卢德维希癌症研究中心纽约分部的劳埃德•奥尔德也参与了这一研究。他说，定义“均衡状态”为癌症研究的新里程碑，有助于找到治疗癌症的新手段。

China to launch "Shenzhou 7" satellite next year

The "Shenzhou 7" might carry three astronauts aboard and it will possibly be launched in October next year. By then, astronauts will conduct a space walk, probably with a belt, said Pang Zhihao, a research fellow at the China Academy of Space Technology, the Oriental Morning Post reported.

“The launch can be described in two words ‘thrilling’ and ‘exciting’. Chinese public can see every detail of the launching process with televised live broadcast,” Pang said. “This will be the first time for Chinese astronauts to conduct a space walk. So it will be a very exciting event,” he said.

Normally, astronauts can conduct a space walk with or without a belt. If they tie a belt, the trip will be safer for them and they can get more oxygen and communicate with researchers on earth with the belt, Pang noted.

“As this will be the first time for Chinese astronauts to conduct a space walk, they will probably tie a belt in carrying out the mission,” Pang added.

商机：上海世博园区创意“钱景”大好 将成为全球建筑设计师“逐鹿”之地

2010年，堪称全球“经济、科技、文化的奥林匹克”的世界博览会将在中国上海举行，与世博会相关的创意商机究竟有多大？成为众多国际人士关心的热门话题。

一块5.28平方公里的土地，将汇聚全球200个国家和国际组织的主题展览。数十座情调各异的“国家馆”舒展婀娜身姿，两万场国际文化演艺活动同步上演，知名跨国企业争相“秀”出最新的科技创新产品，这一切有望吸引全球7000万人次的参观者。

　　全球“创意”落户上海

　　从1851年首届世博会英国展示的建筑奇迹“水晶宫”，到2005年日本爱知世博会最吸引眼球的“丰田机器人”。世界博览会一直被誉为展示国际最前沿创意的大舞台。

　　为此，上海世博会组织者早早向全球发出邀请，期待在2010年的世博会上，融合世界的文化、体现充满智慧的创造力。正在逐步浮出水面的上海世博会各场馆建筑设计方案，是“最容易看见”的创意。比如，从当年的“水晶宫”到当代英国设计师酝酿的上海世博会英国国家馆，其实都是创意的代名词。外观形似一个透明水晶苹果的英国馆，就定名为“创意之馆”。

　　显然，上海世博园区将成为全球建筑设计师“逐鹿”之地。目前已公布的瑞士馆、卢森堡馆、荷兰馆等，都是出自新一代生态环保建筑设计师之手，外界更是期待中国国家馆蕴涵的“中式创意”，成为点亮世博园区的最热焦点。

　　“中国式”创意无疑是上海世博会最受期待的部分。除了演绎中华传统、海派风情的场馆建筑外，中国拿什么“秀”给世人，更令外界期待。在世博会筹备的数年间，上海的创意产业似乎提前嗅到了这份期待，一种磁吸效应正在将整座上海城市变身成满载创意的“聚宝盆”。

　　世博会的举办为中国创意产业带来空前机遇。近日首次公布的《2007中国创意产业发展报告——企业篇》显示，中国内地创意企业平均销售收入从2004年的逾2410万元（人民币，下同），攀升到2006年的逾5242万元。按此增速最保守估计，未来每年还将有超过一千万人民币的上升空间。

　　事实上，与中国相关联的世博会创意已在紧锣密鼓推进。不仅港澳两地参展世博会“中国馆”的初步策划都亮出“创意牌”，中国内地多家排名靠前的民营企业也已率先跻身世博会的“高级赞助商”或“项目赞助商”，内容涉及首创的“网上世博会”多媒体展示、特许产品设计等。未来上海世博会将集纳的创意行业门类还有望涉及广告、会展、时装、电视广播、电影、文化艺术、出版、动漫等。

　　文化演艺空间巨大

　　文化演艺活动将是世博会创意领域中最光鲜亮丽的领域。根据规划，整个上海世博园区可用于文化演艺活动的场地共有33处。其中7个室内场地，分别是可容纳5000人的“世博中心”、可容纳4000人的“演艺中心”、可容纳3000人的历史建筑“特钢大舞台”、可容纳2000人的“综艺大厅”和3条具有百年历史的“大型船坞和船台”。

　　此外，世博园区内还有亚洲广场、非洲广场、欧洲广场、美洲广场、大洋洲广场、庆典广场等26个室外场地。活动场地面积约占园区总面积的1/10。上海世博会历时180余天，按每天举办3场演出计算，演出空间可谓巨大。同时上海世博会文化演艺活动的场地样式非常多，有新建的，也有旧厂房改建而成的，有露天的，也有半露天和室内的，可为不同形式的活动提供收放自如的空间。

　　上海世博会对文化演艺活动追求“内容创新，精彩难忘”。为此，上海世博会组织者把对节目内容的需求，转化成了20个可以直观描述的关键词：主题、首演、名人名团、本土特色、时尚、奖项、街头巡演、艺术节庆、世界非物质文化遗产、合作、创新、启迪、开闭园活动、同城效应、未来创意、传递、互动、合理、艺术展览、科技含量。

　　上述关键词将被制作成量化的评分表格，作为世博会主办方遴选节目的重要参考依据。而首要标准是需符合上海世博会“城市，让生活更美好”的主题，其次必须是首演，分为全球、亚洲和中国三个指标。

世博会将为上海和中国留下两类宝贵的文化遗产：一类是看得见的遗产，包括一批最新的公共文化活动硬件设施，一支更专业、国际化和高标准的文化人才团队以及一批优秀的经典剧目；另一类则是看不见的遗产，包括国际最新的文化发展动向、艺术表现观念和技术、文化产业运作经验等。中国文艺界人士展望，未来三年，已在海内外拥有良好口碑的上海演艺舞台，将因为世博会的来临，而更加精彩纷呈。

China to issue standards in aeronautics industry

The first international aerospace technological standards ever drafted by China, the "Data Processing on Satellites and Carrier Rockets Flying Environment through Remote Sensing", will be published soon, the Guangming Daily reported.

The technological standards are made by China Aerospace Science and Technology Corporation.

Since April 7, 1990, when China successfully sent the Asia No.1 satellite through Changzheng 3 carrier rocket, the Changzheng series of carrier rockets have successfully sent many commercial satellites for foreign countries. During these commercial launches, there were often cases when Chinese satellite launching company collected technological data with methods different from what were then being used by foreign satellite companies. Of them, the environmental conditions for carrier rockets to fly with effective loading capacity are regarded as an important standard for the satellite to link with carrier rockets. In the past, as Chinese and foreign companies used different methods to collect related data, discrepancies often occurred. This thus formed a barrier for the two sides.

In order to standardize and clarify the basic requirements in data collection and to further promote cooperation between China and foreign countries in aeronautics field, China proposed the "Data Processing on Satellites and Carrier Rockets Flying Environment through Remote Sensing" standards to ISO/TC20/SC14 organization in 1999. In 2000, the drafted standards were approved. The draft standardizes the basic requirements on data processing through remote sensing for the flying environment of satellites and carrier rockets. With these standards, the data collected from the two sides will become comparable. The standards will provide a useful tool for scientists to analyze the flying environment for carrier rockets. The standards will become a common practice to be observed by both China and other foreign companies in their cooperation in commercial satellite launching. It will lay a good foundation for futher international cooperation in aeronautics field.

如何看當前中美兩國關係: 需共同構建戰略互信

中央黨校國際戰略研究所與美中教育基金會近日聯合召開了“美國國會與中國和平發展”國際研討會。中美30多名與會者就會議主題展開討論。

與會學者認為，儘管美國國會的新變化在對華政策方面有所反映，但是總體來看，新一屆國會的對華政策仍將保持延續性，不會發生太大變化。除了伊拉克戰爭的後遺症的影響以外，民主黨領導的這屆國會主要是為了贏得2008年大選，因此它非常需要與中國保持相對穩定的雙邊關係。

與會學者認為，中國的和平發展是一個漸進的過程，需要與美國共同構建戰略互信。中國的迅速發展是在美國主導的國際體系下進行的，美國的全球戰略對中國推行資源外交的效果產生制約作用，成為影響中國和平發展的重要外部因素。中美兩國繼續面臨一系列挑戰，其中包括：駕馭領域異常廣泛的中美關係，最大限度地發揮中美關係中的積極因素，對一些引發雙邊關係的危機進行管理，向雙方公眾就牢固、完善的中美關係帶來的利益做出解釋。然而，在世界政治處於大變革大調整的關鍵時期，中美兩國進行戰略合作的要求和趨勢越來越明顯，即迅速發展的中國與孤獨的超級大國美國之間應該而且可以構建新型的戰略合作。當前，中美雙方不僅意識到戰略合作、加強戰略互信的重要性和必要性，還作出了很多行之有效的努力，推動兩國戰略互信發展的前景越來越廣闊。

美聯儲調低明年經濟預期

　　美聯儲(Fed)官員普遍預計，到2010年底，美國經濟將實現軟著陸，同期經濟將溫和增長、通貨膨脹率企穩同時失業率處於較低水平。不過這些預期面臨的不確定性增大。《華爾街日報》報道，Fed於20日首次發布新的季度經濟預期及未來三年的經濟預期。從這些預期看，Fed將非正式中期通貨膨脹目標定在低於2%的水平。

Fed稱，美國聯邦公開市場委員會 (FOMC) 將2008年GDP增幅預期從2.5%至2.75%下調至1.8%至2.5%，是受多個因素影響，包括次級抵押貸款與巨額抵押貸款信貸條款收緊且額度下降、住房市場數據不及預期及油價持續攀升。

Fed預計美國2009年GDP增長2.3%至2.7%，2010年增長2.5%至2.6%。華爾街經濟學家認為，2010年經濟增長預期反映出Fed對無通貨膨脹前提下經濟長期增長前景的看法。事實上，根據Fed預測，即使經濟增長速度保持在2.4%至2.7%，失業率也應能維持在5%以下。這表明在官員看來，經濟潛在增長勢頭已放緩。

Fed預計通貨膨脹率將繼續受到抑制，不包括食品和能源的核心個人消費支出價格指數(PCE)今年將上升1.8%至1.9%，2008年將上升1.7%至1.9%。這兩個預期都低於6月份水平。Fed官員預計2009年核心通貨膨脹率為1.7%至1.9%，2010年為1.6%至1.9%。與GDP預期一樣，華爾街會把Fed對2010年通貨膨脹的預期視為非官方通貨膨脹目標。

核心PCE較上年同期增幅目前處於1.6%至1.9%，9月為1.8%。官員還預計，2010年整體PCE增幅將在1.6%至1.9%間，但由於能源價格高企，預計今明兩年的整體PCE增幅將超過核心PCE增幅。

中国来美留学人创新高 非移民签证申请费或下调

从去年10月初至今年9月底，中国来美留学生及访问学者共计67723人，创历史新高。美国驻中国大使馆总领事李启明（Michael Regan）近日在北京举行的新闻发布会上公布这一数字。

　　李启明指出，中国来美留学生和访问学者人数持续增长是“明显信号”，体现美国政府欢迎世界各国学生来美学习，尤其是中国学生。在2007财政年度，中国来美留学生及访问学者人数世界排名第二，仅次于印度（83833人），比2006财政年度的62,582人增加了8.2%。

　　李启明透露，目前中国所有来美非移民签证通过率达80%，签证拒签率明显下降；“9•11”后，美国向中国公民颁发的非移民签证超过40万，其中商务旅游类签证达20万左右。由于人民币对美元的汇率持续走低，美国驻华使馆正考虑下调签证申请费，依据现行规定，全球来美签证申请费为100美元。

美国驻华使馆教育总监（中国专员）莫华璋（Frank Mok）在同一场合介绍，在2007财政年度，赴华的美国学生共计约4000人，同比增长38.8%。

美驻华使馆开始采集十指指纹 并不只限中国申请人

11月29日开始，所有入境美国的非美国公民在入境检查时，将被要求接受双手十指指纹扫描，美国驻华使馆已于11月15日起开始向签证申请人采集十指指纹，驻华各领事馆也正在向签证申请人推行此计划。采集工作是在申请人与签证官面谈时进行的，留十指指纹花费的时间仅比原来略长几秒钟。”

这项措施将由华盛顿的杜勒斯国际机场率先实施。此外，美国其它9个国际机场也将在明年初启用双手十指扫描系统，包括波士顿、芝加哥、底特律、亚特兰大、休斯顿及旧金山机场。非移民签证申请人从2004年中已开始接受两手食指的生物特征指纹扫描，这是“9•11”恐怖袭击后，美国政府采取的加强入境人员安检的措施。

　　实行指纹扫描措施三年多来，美国已查出身份与指纹不符的入境者2000多人。此举并不只限于中国，其他国家赴美签证申请人也将如此。全美实施这项检查措施的入境关卡将包括116个机场、15个海港及154处美国与邻国接壤地带的关卡。

　　美国驻中国大使馆总领事李启明（Michael Regan）说，转为采集申请人双手十指指纹的作法主要是出于安全的考虑，“能够更快捷地确认申请人的身份，查看其是否在美有犯罪记录。”这比此前的单采集两指指纹更可靠。

　　截止至今年12月31日，美国位于全球各地的签证签发点都将改变为采集申请人十指指纹。只有符合外交或公务签证类别的申请人、未满14周岁或已满80周岁的申请人以及某些急需赴美接受紧急医药治疗的申请人可以免留指纹。

More Chinese student visas issued

The number of Chinese mainland students going to study in the United States hit a record high this year, up 40 percent from last year and double the figure in 2004, the US embassy said Wednesday.

About 51,500 student and exchange visitor visas have been issued to mainland Chinese so far this year, Michael Regan, US consul general in China, told a press conference, adding that the approval rate is about 80 percent.

Diane Sovereign, assistant press officer of the US embassy, said the increase reflects Chinese students' growing interest to study in the United States as well as the rising visa approval rate.

Ministry of Education spokesman Wang Xuming said he welcomed the trend "that is conducive to the promotion of international student exchanges".

After India, the Chinese mainland is the second largest source of overseas students for US universities. Frank Mok, an official with the American Center for Educational Exchange, said he is optimistic that more student visas will be issued next year.

新表启用 工作资格认证范围收窄 11月26日后使用新版I-9表 期限后仍用旧表的雇主将受罚

公民和移民服务局23日发布消息说，移民局将在11月26日，即感恩节日后的第一个星期一在联邦公告要求所有的雇主启用新的I-9工作资格认证表(Employment Eligibility Verification)，雇主最迟在2007年12月26日必须启用该表，在此日期之后仍使用旧表的雇主将面临处罚。

　　1996年通过的非法移民改革和移民责任法（Illegal Immigration Reform and Immigrant Responsibility Act of 1996），对雇主在雇佣新雇员时所接受的有效身份证件加以控制，规定只接受美国护照（过期的也可）、绿卡（I-551）、盖有临时绿卡（I-551）印章的有效外国护照、带照片的未过期工作许可证 (Employment Authorization Document，I-766、I-668、I-668A、I-668B)、附未过期出入境卡（Arrival-Departure Record ，I-94）的有效外国护照。

　　而包括公民证（Certificate of U.S. Citizenship，N-560 或N-570）、归化证（Certificate of Naturalization， N-550或N-570)、外国人登记收据卡(Alien Registration Receipt Card, I-151)、未过期的回美证(Reentry Permit，I-327)以及未过期的难民旅行证(Refugee Travel Document，I-571)的五种文件不再作为工作资格认证可接受的身份证明。

　　I-9工作资格认证表是雇主必须为所有在美国境内工作的雇员填写的表格，以证明雇员拥有在美国工作的许可。

　　移民局说，由于该表当时没有进行更新反映出上述身份证明使用的变化，所以移民局修订了这一表格，并将在不久后全面启用。

　　在新表格发布在联邦公告上后，移民局将给雇主30天的过渡期，在此之后仍使用旧表的雇主将受到处罚。
