由湖州市人民政府主办，中英科技文化协会承办的 “2017中国·湖州（伦敦）南太湖精英计划专场推介会”，将于2017年7月12日下午1：30在伦敦大学亚非学院Brunei Suite举行。湖州市地处浙江省北部，太湖南岸，与无锡、苏州隔湖相望，是环太湖地区唯一因湖而得名的城市。辖吴兴、南浔两区和德清、长兴、安吉三县，总面积5818平方公里，总人口290.5万。湖州交通便利、区位优势明显，地处长三角中心区域，临近上海、杭州、南京三大城市，距杭州75公里、上海120公里、南京220公里。拥有全国一流的铁路、公路、水运网络，交通十分便捷。湖州也是一座具有2300多年悠久历史的江南古城，是中国蚕丝文化、茶文化、湖笔文化的发祥地之一，自古以来便有丝绸之府、鱼米之乡、文化之邦的美誉，且有南太湖明珠之称。2016年实现地区生产总值2243.1亿元，同比增长7.5%、居全省第5位；固定资产投资1592.2亿元，居全省第3位。先后获得了全国生态文明先行示范区、国家创新型试点城市、国家生态市、国家森林城市、国家园林城市、国家环保模范城市、全国城市综合实力百强城市、全国双拥模范城市、国家历史文化名城等荣誉称号。
湖州市从2008年起，就在浙江省内率先推出海外高层次人才引进工程——“南太湖精英计划”，通过走出去、请进来等多种引才模式，以连续引进各类高层次人才为目标，共吸引来自20多个国家的700多名留学人员及项目来湖申报，目前已成功引进海外领军人才及其团队389个，其中有22人成功入选国家“千人计划”、53人入选浙江省“千人计划”。为进一步宣传湖州、扩大影响、招才引智、建立联系，湖州市将在伦敦主办“2017湖州南太湖精英计划（英国）专场推介会”，届时将隆重推介该市旨在引进海外创业创新型高层次人才的“南太湖精英计划”。对入选该市“南太湖精英计划”领军型创业团队、领军型创新团队的，将给予创业启动资金（创新项目产业化配套资金）扶持等系列优惠政策，其中A+类600万元、A类300万元、B类200万元、C类100万元（A+、A、B、C等级经评审后认定）。特别优秀的领军人才和团队、特别重大的项目，实行“一事一议,上不封顶”的政策。对入选该市“南太湖精英计划”创新领军人才长短期项目的，将给予10-100万元的创新项目产业化配套资金。符合相应条件的，可享受由落户县区提供的住房公寓，并免除3年租金。除此之外，该市还为入选“南太湖精英计划”的人才颁发“湖州服务绿卡”，领军人才可享受落户签证、教育医疗、配偶安置等16大类的政策待遇。为更好更高效地服务人才申报， “南太湖精英计划”实行按需评审、常态化评审，全年均可申报。同时，根据入选项目的产业化情况，每年适时组织绩效评估，实行动态晋级机制，对评估优秀的创业类项目给予资助升级奖励。湖州，一座美丽富庶，安康舒适，环境优美，创新活力的城市！我们诚挚邀请您参加“2017中国·湖州（伦敦）南太湖精英计划专场推介会”！

Dear Colleague,
The registration to the 12TH SICC International Tutorial Workshop "TOPICS IN NONLINEAR DYNAMICS" is now open. The topic of the workshop is "Control of complex networks of nonlinear circuits and systems", and will be held at the University of Catania, 7-8 September 2017, jointly organized with the European Conference on Circuit Theory and Design (ECCTD 2017).
AIM AND SCOPE
Complex networks are omnipresent in natural and man-made systems, highlighting the dominant role played by interconnections in forming and shaping the collective behavior of a system made by interacting units. Our understanding of complex networks has nowadays reached a stage mature enough to investigate the problem of controlling the behavior of a network. Addressing this issue comprises a series of fundamental questions: can we drive the dynamical nodes of the network towards the same homogeneous trajectory? can we target a desired not homogeneous state? can we perform the control with a subset of all possible nodes? which nodes have to be selected to guarantee controllability of the network? which strategies can be used? which are the most efficient in terms of energy required to control?
The SICC workshop aims at covering the main topics related to network control starting from introductory material, to recent advances and applications. The workshop offers a unique opportunity to meet researchers working on various aspects of network control across several disciplines and fields of applications. The participants will also have the opportunity to present their own research in a poster format. The best presentation will be awarded by the speakers of the workshop.
