|  主人回复 | | | 中国驻休斯敦总领馆副总领事郁伯仁被警察殴打案继续发酵，警察追踪时郁伯仁是否停车，双方各执一词。郁伯仁称，车库里发生的事情有录像为证，警方律师则称，不惧录像公之于众。
《休斯敦纪事报》报道，郁伯仁当天在接受采访时说，当时他与妻子开着领事馆的车，看见一辆警车闪着灯跟在后面，他停下车等了几分钟，但警察仍在车里显然没有行动，于是他就开走了。郁伯仁说，当他的车进入领馆车库自动门时，警车尾随进来。他亮明自己是中国外交官，但警察还是把他铐起来，打他的脸。他没有说明事发时的情形和时间。领馆同事称，郁的手部和颈部也有伤。
《休斯敦纪事报》的一位编辑当时正在附近购物，她说看见车库地上一个男人被铐住，面朝下，一个警察压在他上面。郁伯仁说，整个过程被车库的保安摄像机拍下。
接近警察版本的消息源则有另外一个说法：警察是在下午4点半左右盯上郁车的，当时他们正在离中国领馆不远的地方，郁车后没有牌照。当时警车闪灯，但郁的车辆穿过蒙特罗斯大街，开了5分钟，最后驶入领事馆车库。据称，当警察走出警车时，郁伯仁骂他。
中国驻休斯敦领事馆发言人说，郁车的后牌照被偷，但前牌照还在，郁伯仁认为可以开这个车。
当地交通规章要求车辆前后都要挂牌。
休斯敦警察工会的律师苏德不认为警察的攻击是“绝对错误的”。他说：“如果录像带公之于众，我们绝对自信警官的有关行动是正当的。”
根据维也纳领事公约，警察未经许可不得进入外国使领馆建筑采取行动，除非该使领馆面临严重的威胁，比如火灾或者枪击。休斯敦警察辩解他们不知道这个建筑是中国领馆，而实际上中国驻休斯敦总领馆有明显的标志，并且飘扬着中国国旗，车库外也有标志。
南德州学院法学教授柯恩说，如果警察认为他们追随的人对领馆人员有危险，维也纳领事公约有条款允许警察进入，“但这件事情并非如此”。
休斯敦警察总长已给警察发出目录，显示所有外国驻休斯敦领事馆的地址。据报道，三名涉案警察隶属休斯敦中央巡警队，名叫蒂莫西·瑞雷、况·特兰和维克多·奥利瓦尔斯。瑞雷2008年进入警局，另两人去年进入警局。目前他们已被调离巡警岗位，从事内勤工作。
代表休斯敦华人聚居区的市议员艾尔·洪（Al Hoang）赞扬休斯敦市长帕克处理此事的手法。他说：“中国领事馆与我们城市有很好的关系，我知道这种关系仍将持续。”
