Notice that all of you as the Forum speaker will attend at least four different events plus Shanghai Expo Tour. Your paper presentation will be limited to 15 MINUTES only due to number of speakers.
Please send you Form 1 ASAP if you have not done so to book your hotel.
Your Form 2 with 500 words suggestion is due 4/20.

Thanks for the prompt response. The origins of the articles explain it: I saw a few years ago a similar report in China on some “自学成才”者 who claimed to have proved that Newton’s laws were erroneous. I wouldn’t be surprised that these authors got the inspiration from the same source.

Dear Dr. Jiang:
I am a loyal reader of the weekly issue of the ScholarUpdate. I commend you and your colleagues for such an excellent job, as the editorial responsibility is time consuming and all has to be done in your time outside the work.
But I must say I am really disappointed by the inclusion of two articles in the current and last issues. One is in the current issue entitled “电磁场理论是错误的”, the other in the last issue “牛顿力学第三定律“反作用力”是伪命题，社会危害大”. The arguments are complete joke and the authors are full of it. People who write articles like these are either seriously delusional or mentally unbalanced. While they have the right to write any crazy stuff they want and they can put these up in their personal blogs, publishing any one of them brings ScholarUpdate to a low level, not to mention two in consecutive issues. I really hope that some discretion can be used in the future when you receive contributions like these. The readership is largely people in science and engineering. Just imagine what they would think if articles like these become a regular feature.
Again, thank you all for your great effort in bringing ScholarUpdate to way it is now.

立法院王金平院長7 日上午10 時蒞臨國立成功
大學「成大研發論壇」發表「國會立法簡介」專題演講，與
成大師生分享30 餘年來寶貴的國會經驗，吸引許多成大師
生聆聽。王金平院長除了簡介立法院的組成、職權、黨團協
商制度、國會外交及國會形象等主題，也旁徵博引國會各類
實例，讓師生清楚國會立法的過程及運作。
會前，立法院王金平院長特地與成大校長賴明詔院士進行短
暫會晤，對於台灣南北產業發展及南北資源不均等問題廣泛
交換意見，王金平院長特別肯定成大近年來的表現，他稱讚
成大是一所非常好的綜合大學，期許成大繼續創造強大的誘
因吸引好學生到成大，形成南部一股培育人才的重要力量。
王金平院長在專題演講指出，我國國會最早是將國民大會、
立法院、監察院解釋為共同相當於民主國家的國會，三個國
會分別有不同職掌，之後經過七次修憲，監察院已經不算國
會，國民大會也在民國94 年被廢除，所以現在只有立法院
為我國唯一的中央民意機關，包括聽取報告與質詢、法律案
的提出與審議、預算的審議、國家重要事項的參與決策、同
意權的行使以及國會調查權等等，都需要立院通過才能實
行。
對於立法委員的現況，王金平院長也作了詳細的說明，他表
示，立法委員的選舉制度在94 年6 月第七次修憲時大幅修
正，依照新修正的憲法增修條文第4 條第1 項規定，立法委
員自第七屆起，名額由225 人縮減為113 人，任期則延長一
年為四年，連選得連任，包括區域立委（直轄市、縣市）73
人，係由73 個選區的選民直接投票選舉產生，以及原住民
立委（平地原住民及山地原住民）6 人，是由原住民選舉產
生。另外有不分區立委34 人，是由獲得百分之五以上政黨
選舉票的政黨依得票比率選出。各政黨當選名單中，婦女不
得低於二分之一。
除此之外，王金平院長也強調，若依照一般程序進行立法，
各黨團容易運用一些議事技巧，杯葛各種議事，則每一年通
過的法律案會非常有限，因此必需透過黨團協商來處理案件
增進立法速度及成果。王金平院長進一步和聽眾分享立法成
果，指出第一屆立法院共四十四年，總計通過3000 多個法
案，平均一年通過80 個法案，第二屆立法院於三年間通過
240 案，第三屆立法院通過297 案，第四屆立法院通過642
案，第五屆立法院通過611 案，第六屆立法院通過498 案，
第七屆立法院目前是第五會期，則已通過409 案。
針對推動國會外交的重要性，他認為我們是個只有 23 個邦
交國的國家，若要與其他重要的國家發展實質關係，立法院
也擔任很重要的角色，透過雙方國會議員或官員互訪、交
流、聯繫、餐敘等活動培養下，自然而然建立起深厚、誠摯
的友誼。過去曾邀請到美國前福特總統、蘇聯前戈巴契夫總
統、哥斯大黎加前羅德里格斯總統等在立法院發表演說。
最後，王金平院長也深刻了解社會大眾對於立法院的認識及
評論各有不同，他指出，立法院是個合議制的機關，處處都
要互相尊重、包容、接納、討論，共同做好國家的立法工作，
且國家政務繁雜多端，但是立法委員為人民著想的心是一樣
的，並且遵遁人民意願的，讓人民能夠享受國家各種發展的
成果。
王金平院長，高雄縣路竹鄉人，畢業於台南一中初中部及高
中部，隨後考入師範大學數學系。自民國65 年初任立法委
員，並在民國88 年於225 個席位下，以135 超過半數之高
票，當選為立法院院長，迄今2010 年仍屹立於立院龍頭地
位。王金平院長政治閱歷豐富，圓融智慧，堪稱政壇長青樹，
於推動組織的調整、幕僚的強化、朝野的協商，皆使諸多議
事垂為先例，對外方面，曾促成哥斯達黎加總統來院演講，
以及率團訪問馬其頓，對於增進我國與歐洲外交關係等表
現，可說相當不同凡響 |
