U.S. - CHINA ENERGY LAW AND TRADE FORUM
The United States and China, the world’s two largest economies and the world’s two greatest producers and consumers of energy, have become increasingly inter-dependent in an era of intensifying globalization. The movement and trade of the planet’s most valuable commodities present some of the most significant challenges of our day. What will be the future of the
negotiations related to a bilateral investment treaty between the U.S. and China and how will that look after the November election? How will the Trans-Pacific Partnership, should it be ratified, affect relations between the two countries? How will the lifting of the U.S.’s 40-old ban on oil exportation affect energy trading incentives? These and other questions related to the legal and economic frameworks that govern how these powers do business with one another and the rest of the globe will be topics of discussion at this forum that will gather expert leaders from industry, government and the legal and business academies.

The Optical Illusion Revisited: What Happens in Six Months

Taiwan Studies Lecture by Tina Lu, Yale University
The image above is part of a famous series of illustrations of Xixiangji (The Story of the Western Wing) and dates from right before the fall of the Ming dynasty. The particular woodblock print depicts a zoumadeng, a revolving lantern powered by the heat of a candle. Six months ago, Tina Lu gave a lecture at UCLA about a seventeenth-century community of lens specialists (what Joseph Needham calls "optick artists"). That talk suggested some ways to consider both the object and the image in the context of an early modern discourse first on materiality and also on what cannot be spoken. Prof. Lu has since returned to these sources and revised her earlier reading of their writings. Come to find out what she has learned.

蔡英文总统在双十国庆文告中，重申520时的老话，她披着中华民国的外壳，仍旧维持借壳上市的坚持。她说“我们尊重1992年两岸两会会谈的历史事实”，又说“虽然过去几个月，两岸关系有些起伏，但我们的立场仍然一致而且坚定。我们的承诺不会改变，我们的善意不会改变，我们也不会在压力下屈服，更不会走回对抗的老路。”明眼人即可看出中国的问卷答案“承认九二共识”，不会出自蔡英文的口中，而蔡英文所谓善意，仅是空洞的文字，再加上“不会在压力下屈服”的加强语句，两岸僵局要突破，显然难上加难。
蔡英文政府两岸政策如此定调，衍生的后遗症已逐步发酵，冲击最大的是旅游相关行业，上自旅行社、游览车、旅馆业，下至食品、小吃、纪念品、珠宝业，甚至夜市摊贩，往日应接不暇的生意，突然门可罗雀，以往依赖大陆团维生者，可说哀鸿遍野。台湾旅游业者眼看着陆客团数逐月减少，在十一过后又开始明显下降，蔡英文政府仍不改初衷，不禁大叹，“上任前说什么是最会沟通的政府，如今却一意孤行，对民意置若罔闻。如今的小英政府，已成了大英帝国。”从旅游业的慨叹中可以看出，蔡英文政府，在她自认的政治正确之下，强制遂行其绿化理念，民意已靠边站，即使在目前民调对其满意度已不到四成，她仍未调整她的政治判断，反而在内政议题上加速暴冲。
诸如所谓转型正义的清算国民党党产、年金改革、劳工休假条例，都是攸关民众权益的重大法案，但是民进党仗着执政优势与立法院多数席位，屡次强渡关山，以其党意视为民意，以既定的目标强行立法。既不尊重少数，也缺乏沟通诚意，难怪激起世代矛盾，族群对立，以及劳工不满。最令民众不满的是选前四处开支票，既讨好资方，也向劳方抛出善意的媚眼，结果执政后就擅自毁约，过河拆桥。选前口口声声最会沟通，选后却是连公听会都懒得召开，反正“朕意已决”，所谓投票只是形式。而所谓口口声声“谦卑谦卑再谦卑”，只是暂时拉拢人心，虚晃一招。明显的是掌握权力后，官员的傲慢就情不自禁流露，那才是真性情。
以台湾现况而言，施政优先级本应是冲刺经济、扩大投资、增加国民所得，才能做大分配的饼，再求合理分配所得。而今蔡英文政府却将转型正义列为第一优先，以斗垮斗臭国民党为第一要务，文革式的批斗拖累了经济发展的脚步，整个社会彼此仇视、猜忌，始作俑者就是蔡英文的执政团队。蔡英文政府目前大权在握，看似可为所欲为，须知水能载舟亦能覆舟，试想大英帝国虽有辉煌的过去，如今也颓败没落。小英政府如只知享受权力的傲慢，屡次罔顾民意，有朝一日也可能步上大英帝国后麈，先盛后衰，成为明日黄花。
