2015年12月28日-30日在海南陵水•清水湾举办“2015冬季海外学子创新创业论坛暨项目推介会”。本次推介会以项目路演和现场对接的形式开展，将邀请国内数十个地方政府、开发区、创业园区、民营企业、及各类投资机构、投资中介机构和各类融资企业的数百名代表参会进行面对面的对接与交流，同时还将邀请相关领导、著名企业高层、业界资深专家和媒体出席本次推介会。会后，部分参会项目还将有机会携各自的项目赴各地进行项目对接与实地考察。
大会时间：2015年12月28日至30日
大会地点：海南陵水•清水湾
大会内容: 1）海外学子创新创业论坛 2）海外学人创新创业项目推介
大会出席对象: 海外方 1）在海外留学或工作、有意回国创业并拥有创业项目的海外学子； 2）已回国创业并欲二次创业的海归学子；国内方：各地方政府主管海外人才与项目引进的部门、高新技术开发区、留学人员创业园、有产业转型与升级需求的民营企业家、风险投资公司、民间投资人等各类有意与海外高新技术项目与人才进行对接的单位或个人。
参会报名截止日期: 海外方：2015年10月11日; 国内方：2015年11月11日
海外学子参会费用：免费，并有国际旅费补贴。（名额有限，共100名，额满为止）
一、 海外学人参会代表免报名费与会议期间食宿费用。住宿标准为双人间，如需住单间，将另补差价每晚300元/间。
二、国际旅费补贴办法：
1）来自欧美学人，3000元人民币/人；来自亚太学人，2000元人民币/人；来自国内学人，1000元人民币/人。
2）只参加海南会议者无旅费补贴。受邀在会后全程参加完组委会安排的各地实地考察的学人，有旅费补贴。
3）于2015年12月18日（包括18日）前已入境回国内或长期在国内的海外学人，视作来自国内的学人，均补贴1000元人民币/人。
4）发放补贴时，参会海外学人必须出示以下凭证：a.本人来华乘机登机牌（请务必完好保存）；b.本人护照；c.入境时的海关入境章。三者必须齐全，缺一不可，否则视作来自国内学人发放补贴。
5）旅费补贴于实地考察结束前一天晚上发放。
