各海外高层次人才联络处、有关协会：
“百名海外博士江苏行活动”将于2015年10月底11月初举行，现就活动报名有关事项通知如下：
一、 报名人员条件: 原则上具备博士学位，希望到江苏创新创业投资施展才华，在专业领域有一定成就的海外人才。
二、报名组织工作
1、请协助对本次活动进行宣传、发动，组织符合条件的人员报名，对报名人员进行资格审核。
2、报名人员需填写《2015百名海外博士江苏行活动报名表》（见附件1），并附上最高学位证书、有效护照首页、个人近照，于2015年8月10日前报我中心。
3、为保证前期对接工作及时充分，请督促报名人员踊跃报名。其中希望开展项目合作的报名人员请说明自带项目的详细情况或者说明与我省海外项目需求的对接意向；希望来江苏就业的报名人员请说明与我省海外高层次人才需求的对接意向；以其它意愿准备报名参会的人员也请说明情况。
三、活动内容
1、今年是百名海外博士江苏行活动十周年，届时将召开联络处工作会议，请各联络处及有关协会负责人安排好日程，尽量参加。
2、今年将继续举办“中国江苏创新创业大赛海外人才专场暨人才项目对接交流大会”，参赛人员无年龄要求，凡获邀参加百名海外博士江苏行的人员均可参加大赛。
四、参会人员确定: 活动前，我们将积极组织推进报名人员与我省单位间的对接，并综合确定邀请人选。
五、其它: 获邀参加“百名海外博士江苏行”的人员，在江苏活动期间的食宿、交通费用全免，并给予一定的差旅费补贴。

为推进杭州萧山区“5213”计划的实施，大力引进能够突破关键技术、发展高新技术产业、带动新兴学科的创业领军人才，打造具备一定国际竞争力的人才高地，杭州市萧山区向全球征集海外高层次留学人才创业项目，并组织萧山“5213”人才计划专项申报。我们将提供从申报咨询、工商注册、政策落实、融资服务、市场拓展等全方位的VIP服务。
项目申报： 杭州萧山5213计划 (最高资助1000万)
申报条件：1、申请人应取得硕士及以上学位；2、拥有自主知识产权和发明专利，或掌握核心技术、其技术成果国内先进或能够填补国内空白，创业项 目具有较好的产业化前景；3、申请人为企业的主要创办人，股权不低于30%；4、有海外创业经验或在国际知名企业机构担任中、高级职务，熟悉相关领域和国际规则，有较强的经营管理能力。
政策扶持： ⑴资金扶持：一事一议政策给予最高1000万元项目扶持资金；重点类给予最高不超过500万元项目扶持资金、优秀类给予最高不超过200万元项目扶持资金。⑵贷款贴息：给予两年内最高1000万元银行贷款的全额贴息，区属担保公司给予相应担保。⑶租金补助：给予企业三年1000平方米以内的办公用房房租补贴，标准为1元/平方米·天。
申报方式:“5213”计划项目常年受理，本次集中征集项目截止时间为2015年8月31日。申报材料请发送至邮箱: loulingna@163.com。

As the applications of Internet of Things (IoT) being developed everywhere, IoT is becoming one of the hottest emerging technologies that could directly affect our life within the next few years. “中西合璧，大学一家”，说的是不错，但现实却不是这样。中国大学也好，中小学也好，都是移植西方的制度来的，大学教育改革也说了几十年了，结果如何？是越来越中国化，也就是说越来越中国官僚化。那位教育参赞说的是不错，但他是在美国说的，如果他回到中国，估计也和教育部的现在官僚一样了。同样是中国的大学，何以民国时期就能做到跟西方的没有多少区别，反而现在就不行了呢？ |
