Observers of China tend to take for granted the fact that Chinese domestic politics are highly fragmented, yet they also tend to relax these assumptions when analyzing China as an international actor. In this talk, Mertha argues that the domestic institutional fragmentation of Chinese politics can carry over into its international behavior. Using the historical case of Chinese foreign assistance to Democratic Kampuchea, Mertha argues that the effectiveness of Chinese foreign aid -- and the influence that comes with it -- is only as strong as the domestic institutions that manage the bilateral relationship. This has potential implications to help us understand the extent of Chinese international influence today.
Andrew Mertha （Ph.D. Michigan 2001）is professor of government at Cornell University, specializing in Chinese political institutions and the policy process, and the director of the China and Asia-Pacific Studies（CAPS）Program. He has written three books, The Politics of Piracy：Intellectual Property in Contemporary China（Cornell University Press, 2005）, China’s Water Warriors：Citizen Action and Policy Change（Cornell University Press, 2008）, and Brothers in Arms：Chinese Aid to the Khmer Rouge, 1975-1979（Cornell University Press, 2014）, as well as articles appearing in The China Quarterly, Comparative Politics, Crosscurrents, International Organization, and Orbis. Mertha has appeared on National Public Radio, the British Broadcasting Corporation, and Voice of America. His comments have appeared in The International Herald Tribune, The Wall Street Journal, The Associated Press, The Los Angeles Times, BusinessWeek, and The San Francisco Chronicle.Mertha lived in China for seven years as an English teacher（1988-1989）, a representative for a toy company（1991-1994, 1995, and 1996）, and as a scholar（1998-present）; and has conducted archival and field research in Cambodia beginning in 2009.

湖北省政府副省长、公安厅厅长曾欣和省公安厅经侦局副队长宋卫东伙同竹山公安黑吃黑。曾欣和宋卫东身为党的高级领导干部，严重违反党的政治规矩和组织纪律，严重违纪违法，且党的十八大以后，仍不收敛、不收手，性质十分恶劣，社会影响极坏。经内部人士举报，曾欣和宋卫东违反廉洁自律规定，收受礼金，敲诈勒索企业，违规报销个人费用，参加高档宴请；贪污巨额公款，利用职务上的便利，在省市县公安干部选拔任用等方面为他人谋取利益，收受巨额贿赂，向上市行贿，贪污巨额来路不明款项；违反财经纪律；滥用职权；其中，贪污、受贿、行贿、贪污公款、滥用职权问题涉嫌犯罪。曾欣利用技术检测手段，帮助原公安部副部长李东生，跟踪和收集政治局领导的行踪和监控。曾还通过手下马仔到处敲诈勒索，栽赃陷害企业老板和零售商，以恐吓欺骗和取保候审假释等卑劣手段，大捞不易之财。据内部人士透露，曾担任厅长以来，利用职务便利，为他人谋取利益，非法收受他人财物，数额巨大，作风恶劣，社会反应强烈。
在省经侦队宋卫东的指使下，十堰市竹山县副县长/公安局局长张宝林、竹山县公安局刑警队队长曾照祥、刑警张明兵、李国良等更是肆无忌惮，收受礼金，敲诈勒索企业和个人，违规报销个人费用，参加高档宴请；贪污巨额公款，私下向无辜老百姓赎贿，以打传销为名，强迫和抢夺老百姓的现金卡和密码，在银行取走老百姓卡的钱，独吞钱财，不给任何收据。竹山公安敲诈来的罚款，全部强制所谓的犯罪人，将罚款汇往他们个人的银行账户，还向所谓犯罪嫌疑人的家属进行敲诈和勒索。这些地方公检法是中国共产党失去民心的罪魁祸首，他们打着周永康布下的所谓维稳，打击、敲诈、勒索、诬陷、栽赃等手段，来对付人民，来对付老百姓，他们是共产党真正的敌人！是人民的祸害！这些公检法的败类，是习近平主席和王岐山书记反腐的绊脚石！是阻碍中国政府政策执行落实的历史罪人！【
