一年一度的“星耀南湖”精英峰会暨人才合作交流大会又要来临，将于2014年12月14日 在嘉兴市举办。现将相关事宜函告如下，请您拨冗参会！另外，今年广州留交会取消，此次精英峰会是今年年底少数活动之一。
报名截止时间： 2014年１１月１9日 （北京时间）
报名方式：
1. 填写报名表格（附件）后，将文件名存为你本人的汉语拼音，如niuboshi1.doc, 并发送至： info@facpsu.org。报名姓名应与证件一直，请同时标准中文姓名。
2. 请填写汇总表统计 （附件），也以你的拼音作为文件名, 如 niuboshi2.xls
（上述两步都必须完成）

The monumental task that China faces in the 21st century is to create a way of development that does not destroy the ecological foundations for the life and livelihood of its 1.4 billion citizens. This requires a creative leap beyond the Enlightenment mentality and the Western model of industrialization. Can China's cultural traditions, its religious values, ideals and ways of life, play a role in building a sustainable China? James Miller discusses the contribution of Daoism, China''''s indigenous religion, to this urgent debate.
James Miller is Professor of Chinese Religions at Queen's University, Canada. His research focuses on the social imagination of nature in China, and he has published five books including most recently Religion and Ecological Sustainability in China (co-edited with Dan Smyer Yu and Peter van der Veer, Routledge 2014).

习近平上任两年来，从简单的强势到被完全认可为“习dada”，西方媒体对习近平的认识正在不断变化。这虽然有助于认识习近平将会采取怎样的外交政策处理与其他国家的关系，但是习近平处理国际事务的手法仍然不是简单的强势弱势可以概括。从习近平指出中国是一只和平的狮子，到中国驻英国大使刘晓明将中国比喻为功夫熊猫，中国的形象事实上是模糊的。狮子一亮相即让人有庞然大物之感，但加上“和平”二字，狮子的威胁感顿时隐形。熊猫尽管憨态可爱，而“功夫”二字却有些不可小觑。和平的狮子、功夫熊猫到底会如何施展手腕、怎样与其他国家相处仍然需要观察。不过APEC、东盟峰会、G20纷至沓来，领导人刚刚分离又聚首，虽然各色峰会已曲终人散场，但这些集中体现一国处理国际国际事务方法的场合已经成了窥探大国外交的窗口。
习近平强势转变了处理亚太事务乃至全球经济事务的姿态，但是也有声音指出，习近平屡次提出中国愿意合作的表态实际上是温和的。这并不无道理。中国主办APEC的一大主题就是水，开幕式的会场不单单在水立方举行，主会场在燕山脚下雁栖湖畔，就连在APEC峰会开幕式上，习近平也多次引用水作比喻。习近平致辞时指出2000多年前，老子说：“上善若水，水利万物而不争”，孔子说：“智者乐水，仁者乐山”。中国从来不打无准备之仗，也从不在庄重的政治中开玩笑。中国的在APEC上特意突出水的特性实际上蕴含了中国对于水的暗喻的重视。
水除了恩泽万物，另一个重要的特性是融刚柔于一身。天下柔弱莫过于水，而攻坚强者莫之能胜。这正如习近平外交的风格，可以通过姿态展现强势，也可以通过做实事示弱。
习dada首先要做刚毅决断的国家领袖 - 习dada的水性：百炼钢与绕指柔
除了习近平用姿态展现的强势。一连串国际会议期间，中国最大的强硬主要表现在以下几点。一是习近平APEC期间会见安倍时全程黑脸无笑容；二是李克强在东盟10+3峰会上主张再次暗批菲越，主张有关当事国在尊重历史事实和国际法的基础上，通过对话与协商和平解决领土主权和海洋权益的争端；三是李克强在东盟峰会上提出南海形势总体是稳定的，航行自由和安全也是有保障的。“我们明确了处理南海问题“双轨思路”，即有关具体争议由直接当事国在尊重历史事实和国际法基础上，通过谈判协商和平解决，南海和平稳定由中国和东盟国家共同加以维护”。在寻求解决争议的过程中，中方倡议有关国家积极探讨共同开发，这也是管控分歧现实有效的办法。李克强的言下之意是中国已经做出了决断各国就不要再惹纷争。
而与此同时中国也展现出极大的合作诚意。111月10日习近平在北京出席亚太经合组织领导人同工商咨询理事会代表对话会时强调，中国是区域合作的受益者，更是区域合作的积极倡导者和推进者，我们愿意积极推进本地区贸易投资自由化便利化，加快区域经济一体化，携手推动亚太地区发展繁荣。
习近平在APEC会议期间不仅会见了与安倍，也会见了越南国家主席张晋创，实现了中越对峙以来中越首脑首次会晤，巩固了双边关系转圜的势头。习近平还同菲律宾总统阿基诺(Benigno Aquino III）简短交谈，希望菲方回到过去共识，与中方相向而行，处理好当前双边关系面临的困难，阿基诺表示愿同中方解决有关问题，希望两国关系得到改善发展。习近平摒弃领土争端矛盾，展现出的合作友好姿态可见一斑。
1月15日下午，二十国集团领导人第九次峰会在澳大利亚布里斯班举行。习近平出席会议并发表题为《推动创新发展实现联动增长》的重要讲话，倡导做共促经济改革的发展伙伴，落实全面增长战略，推动世界经济从周期性复苏向可持续增长转变。习近平强调，中国将继续保持经济增长势头，为推动世界经济增长作出更大贡献。
李克强出席东盟峰会的44小时里，一方面亮明了中国的南海问题立场，另一方面重点强调了中国的合作构想。李克强称中国愿与地区国家一道，建设亚洲利益共同体、责任共同体和命运共同体。邻国是不能选择的，彼此长相往来，低头不见抬头见，磕磕碰碰在所难免。中国古训说“里仁为美”，只要我们始终秉持以诚相待、求同存异之心，就没有迈不过去的坎，爬不过去的坡。无论是本地区国家还是相关域外国家，都是同一条大船上的乘客，利益攸关，休戚与共。中国愿与东盟国家继续推进全面有效落实《宣言》和商谈“准则”，有效促进彼此沟通与互信，扩大共识与合作，努力让南海成为造福地区各国人民的“和平之海”、“友谊之海”、“合作之海”。
无论是习近平还是李克强既强调了合作，又划清了底线，既强调了中国的合作者姿态，也强调了中国的领导者姿态。强硬为给合作营造良好的氛围，合作缩小能够引起中国强硬的分歧。
从常无为到无不为
习dada时而温柔逗萌宠
“上善若水”指最高境界的善行，就像水的品性一样，泽被万物而不争名利。它出自老子的《道德经第八章》。这种主张“常无为”的基调被称为中国黄老之学的代表。但是老子的学说并非只是为了不争。老子还说：“以其不争，故天下莫能与之争，此乃效法水德也”。所谓“常无为”的最终目的实际上是为了更好地“无不为”。这就是所谓的“无为而无不为”。“天下柔弱莫过于水，而攻坚强者莫之能胜”出自《老子》七十八章，说的就是水在攻坚克难方面的绝佳功能。同理习近平以水般刚柔统筹中国外交，这些都是手段，以柔之力达到“莫之能胜”才是目的，也就是“无不为”。
自邓小平定下韬光养晦、反对霸权主义、不结盟等外交指示后，数十年来一直是中国外交领域的金科玉律。而习近平上台以来的外交部布局逐渐打破陈规。2013年10月24日至25日召开的周边外交工作座谈会上，习近平强调，“做好周边外交工作，是实现“两个一百年”奋斗目标、实现中华民族伟大复兴的中国梦的需要，要更加奋发有为地推进周边外交”。“我国同周边国家的经贸联系更加紧密、互动空前密切。这客观上要求我们的周边外交战略和工作必须与时俱进、更加主动”。“奋发有为”、“与时俱进”、“更加主动”这些词汇显然意味着韬光养晦的过时。从韬光养晦变成奋发有为，这是中国外交政策的一个重大变化，甚至可以说是一个质的变化。
习近平上台后就走访了五大洲，为解决朝核问题率先推动六方会谈重启，在南海问题上同意磋商南海行为准则、提出南海双轨思路扭转了被攻击的局面，与中印的边界争端因为边防协议的签订有了新的进展。中国主动布局推动外交层面的调整已经证实了更加积极主动的外交转变。此次无论是借APEC场合重点突出“一带一路”设想，还是习近平明显不同于胡锦涛展现亚太指导者与掌舵人的姿态，中国要有所为的基调已经远非“上善若水”式的常无为。【相关新闻：习近平姿态彻底转变 “我们要”怎样】从外交政策转变到外交举动的转变，中国的变是为了有为。
支撑“一带一路”经济带建设、亚太自贸区线路图的既有中国投资500亿美元的丝路基金、注册资本金力争要达到1,000亿美元的亚投行，也有中国出资410亿美元的金砖银行。为了扩大亚投行的影响力，习近平多次亲自向韩国总统朴槿惠发出邀请，中国外长王毅甚至为此在APEC峰会前夕亲自前往印尼邀请新总统佐科(Joko Widodo)。为了完善“一带一路”设想，中国公开承诺不排除在南海问题上频频挑事的菲律宾加入。为了能够在APEC上顺利达成启动亚太自贸区线路图的目的，习近平会见了对APEC议程具有影响力的日本领导人，并征得了安倍对APEC上启动亚太自贸区线路图的同意。中国的投资看似人傻钱多，中国对周边乃至亚太国家看似为了能够合作低声调委屈求全，实际上这种“柔”是为了谋求更大层面的强势有为，以达到无不为。

I am very, very happy about the 10 year visa policy. It is a very significant change and will make it a lot easier than before to travel to China, especially for our generation. Many of us have academic connections with scholars and universities in China and go to China every year, sometimes twice a year. This 10 year visa policy is a great progress in travel arrangement. Many of us have families in China. When family members were ill or had emergency in China, we needed to go back immediately and visa was often an issue. I hope with this 10 year visa policy, the length of stay -- being 90 days, or 120 and 180 days--, can be also a standardized practice.
