由“最年轻院士”变巨贪想到啥 中纪委通报4人被捕:转移千万科研经费。中央纪委监察部网站10日公布了今年中央首轮巡视整改情况,其中包括科技部党组关于巡视整改情况的通报全文。通报披露,承担“转基因生物新品种培育”重大专项有关课题的中国农业大学教授、中国工程院院士李宁等被依法批捕。 正当世界各国的国民议论谁谁获得诺奖之际,四川美术学院的副教授黄小箭正忙着强吻自己的俩学生。除此之外,近日,中纪委通报了对科技部巡视整改的情况,5所大学7名教授因弄虚作假套取科技专项资金逾2500万元或被判刑、或被批捕,其中工程院最年轻院士李宁,不仅涉嫌转移科研经费上千万元,他甚至还是动物转基因领域领军人物。 看来,原本属于像牙塔的高校竟也变成了藏污纳垢的地方?常言道,“学为人师,行为世范”。然而, 当四川一月内三校长因基建落马、人民大学原招生就业处长蔡荣生受贿千万被捕等新闻频现报端时,人们才猛然惊觉:原来国内的高校,与外面的社会同样的不干净。按照此惯性思维,那就是,有权力的地方,便有权力寻租的可能。何况中国高校行政色彩浓厚,行政权、教育权、学术权不分,资源分配往往由行政高层说了算,不变为滋生腐败温床也难。高校腐败的“重灾区”主要集中在招生、后勤基建和科研资金的分配和使用上。中国科协一项调查显示,高校科研资金用于项目本身仅占40%左右,大量经费流失在项目之外。科技部长万钢曾用“愤怒”、“痛心”、“错愕”三词痛斥科研腐败。 据不完全统计,十八大以来,至少有34名高校领导或正接受调查,或已被移交司法机关。这些人,上至校长、书记,下至主任、处长,都是寄生于象牙塔内的“蛀虫”,必须清除。纵观眼下中国的反腐风向,可谓万箭,其中一箭就射向了科研、教育领域,这或体现了反腐“横无死角、纵无禁区”的宗旨。此可谓,十八大以来,从中央到地方,从官场到商场,反腐势头如火如荼,社会风气渐有改观,高校、科研机构亦需来场“大手术”。 科研反腐不应寄望于人心的自律,而应去除高校的“官本位”色彩,尽快建立约束高校领导权力的现代大学制度,并加强科研经费从申报到使用的监管。此次中纪委通报的套取经费事件中,一个引人注意的现象是,那些项目均是由各大部委牵头组织的,如卫生部、环保部、工业和信息化部等。既然是牵头者,就应该对项目的实施进展、经费的具体使用进行摸底监督,而不是立了项就撒手不管,甚至睁只眼闭只眼让造假者蒙混过关。把好验收关,不容松懈。梁石川 |

Performance: A Sea of Puppets - Glove Puppet Show Tuesday, October 28, 2014 7:30 PM - 8:30 PM Schoenberg Music Hall – Jan Popper Theatre 6:30 PM - Reception with light refreshments 7:30 PM - Performance Begins A Sea of Puppets is a traditional Taiwanese glove puppet show performed on a beautifully carved wooden stage. With amazing skills the puppeteers bring the exquisite puppets with embroidered costumes to life. They perform not only delicate gestures, but also exciting fighting scenes and acrobatics. The story is a romantic tale where a young man saves a girl from the hands of a villain (clown character). In the show we will see all the characters of traditional Taiwanese puppet theatre: the young lady, the scholar, the clowns and the villains. Taiyuan Puppet Theatre Company introduces Taiwanese glove puppet theatre, which has a variety of rich and tradition where music, carving, embroidery and a delicate performance technique all come together. The company performs traditional style plays on a one hundred-year old stage with live music, as well as modern style plays, in which puppeteers, actors and musicians interact. Puppets, Politics and Identity in Taiwan Tuesday, October 28, 2014 12:00 PM - 2:00 PM Bunche Hall 10383 Puppet theatre is viewed as an expression of Taiwanese grass-roots culture and the puppets symbolize far more than the characters they represent. Television puppet shows have unleashed a craze among young people, which is quite unique in Asia. This talk will chart the development of puppet theatre in Taiwan from the stage performance to the television screen and its role as a symbol of a distinct Taiwanese identity. Dr. Robin Ruizendaal earned a Ph.D. In Chinese studies from Leiden University, The Netherlands, and has been doing research on puppet theatre for over twenty years, including extensive fieldwork in China and Southeast Asia. He is the Director of the Taiyuan Asian Puppet Theatre Museum in Taipei and Artistic Director of the Taiyuan Puppet Theatre Company. He has written and directed quite a number of plays for both actors and puppets, that have been performed in over 30 countries. Dr. Ruizendaal has published widely on the subject of puppet theatre. His extensive research on marionette theatre in southern China, Marionette Theatre in Quanzhou, was published with Brill Publishers in the Netherlands in 2006. The book of this research: Potehi, Glove Puppet Theatre in Southeast Asia and Taiwan, will be published in 2015.

UCLA CCC Seminar: The End(s) of Compassion? Buddhist Charity and the State in Taiwan Talk by Julia Huang, National Tsing Hua University Thursday, October 16, 2014 4:00 PM - 5:30 PM Bunche Hall 10383 The Buddhist Compassion Relief Tzu Chi (Ciji) Foundation is perhaps one of the largest Buddhist charities in the Chinese world today. This paper traces how Tzu Chi developed under the regime of civic morality in Taiwan. The same regime also contributed to the recent controversy between Tzu Chi and the Aborigines. This paper raises the question whether this represents the end of compassion.
C. Julia Huang is a Professor of Anthropology at National Tsing Hua University, Taiwan, and currently a Visiting Scholar at the Ho Center for Buddhist Studies at Stanford University. Huang has published articles in the Journal of Asian Studies, Ethnology, Positions, Nova Religio, the Eastern Buddhist, and the European Journal for East Asian Studies. Her book, Charisma and Compassion: Cheng Yen and the Buddhist Tzu Chi Movement (Harvard University Press, 2009) is an ethnography of a lay Buddhist movement that began as a tiny group in Taiwan and grew into an organization with ten million membership worldwide. Based on fieldwork in Taiwan and its overseas branches in Malaysia and the United States, Charisma and Compassion offers a vivid ethnography that examines the movement’s organization, its relationship with NGOs and humanitarian organizations, and the nature of its Buddhist transnationalism, which is global in scope and local in practice. The successful blending of charisma and compassion and the personal relationship between leader and devotee are what define the movement.

10/14/2014 - 2014 Global Exchange Workshop Screening USC School of Cinematic Arts, Room 112 Time: 7:30-9:30PM Since 2006, USC and the Communication University of China have hosted a unique summer program which alternates between Los Angeles and Beijing. Each summer, a handful of USC students pair up with students from CUC to make short (10-20 minute) documentaries on some aspect of life in a global city. These films are screened in both countries and many have been broadcast in both. Many of the films are available at the USC U.S.-China Institute website and the YouTube channel. Support for the program has come from generous donations by Stephen Lesser and from USC Cinematic Arts and USC. In the first years of the program, USCI also provided financial support. The October 14 screening is the U.S. premier for the films. These films were produced by students working in Beijing this past summer. Clayton Dube has headed the USC U.S.-China Institute since it was established in 2006. The institute focuses on the multidimensional and evolving U.S.-China relationship. Dube was trained as an economic historian, lived in China for five years (1982-85 and 1991-1992) and has visited dozens of times for research, to lead delegations, or to lecture or participate in conferences. Dube has won teaching awards at three universities.
