I wanted to personally invite you to our upcoming Disaster Preparedness Academy. This Academy addresses the needs of large and small businesses, schools, universities, government agencies, nonprofit, faith-based organizations, and community members on how to prepare for, respond to and recover from disasters. 《房产证》与《不动产证》21世纪并行
若是中国《不动产登记条例》与《中国房地产证》并行，那么中国13亿人最大一项的房地产“合法凭证”成本就加注一倍以上。同时，中国“不动产证”与“房地产证”各有什么样的中国法律定位、不同市场地位和证明什么？是司国家的什么职责、还是相互交叉重复运行？按照全人类演进的永远法则：有生就有死，有诞生就当然有亡去，而中国“不动产证”与“房地产证”体系、与中国《身份证》《居民证》等只生不死、双规制（亦称“两元制”）永远运行下去？！很显然，中国21世纪这“双规运行”的《不动产证》与《中国房地产证》两大体系，“不动产证”（即使“不动产证”公民个人不负出任何成本来办理，那么中国全体纳税人的钱也要负责“不动产证”系统的国家运行，若是“不动产登记”系统运行21世纪再继续进行，象《公民身份证》与运行半个多世纪《户口簿》系统，那将也是一个巨大天文数字投入）的系统建设将比《房产证》系统至少也要多出一倍以上的国家与公民的新成本投入更高、更大（一个是20世纪中叶、改革开放又修正的系统，一个是始建21世纪初叶的系统），而《不动产证》与《房产证》的生存与亡去，都需要从国家《证》源头要加以解决“游戏规则”的目标、功能、干什么的问题，否则两证双规运行就是重叠、繁复，是害国、害民，增加国家和公民生存、延续、繁衍、生活的巨大成本。
不管是中国房地产的百年建树以及历史更悠远，也不管是有半个多世纪的中国《房地产证》、还是新近国略的《不动产登记》，有一个核心是永远不能动摇：这就是人类发展以及人类生存、生活成本的降低——不能“今不如昔”，更不能让人类生与死继续成本居高不下！从“法治国家”与世界融合来讲，中国房地产除了要立国策著理论之外，那么打通世界、与国际广泛接轨也势在必行。中国实施《房地产证》、《不动产证》当然要建树国内、国际悠远的历史见证。
人类的经验和教训告诉世界：一个法治国家“双轨制”有两个结果：对一个国家来讲，就是这种机制繁复的成本和投资翻倍；对每一个公民来讲，证件越多，那么这个国家国民——每一个人生的延续、生存、生活到死去的成本就更高、而居高不下。
一如一个国家党、政的双重规制运行（双权力核心），则比法治国家单一政府运行成本高出成倍、翻数倍。
中国房产业到底了吗？
到2014年8月末，中国最大城市“北上广深”纷纷加入降价行列——中国媒体如此形容扩大至全国的房价下跌态势。“北上广深”指的是住宅需求旺盛的北京、上海、广东省广州市和深圳市4大城市。7月上述4大城市的住宅今年首次联袂下跌，房价下跌的城市数比6月（55个）增加了9个。
1-7月的中国房地产销售额同比减少了8.2%，和1-6月（同比减少6.7%）减幅出现扩大。中国房地产市场前三个季度陷入了一种恶性循环，即销售情况萎靡不振使得库存出现累计增加，中国市场上认为“房价将持续下跌”， 继而导致房地产投资增长放缓。中国房地产市场是中国最大的产业，而房地产业趋冷拖累中国经济增长步伐的态势进入今年以来愈发明显。此外还有声音担忧房产制度的调整将致使房地产行情进一步中短期的恶化。
中国房地产“暂行条例”发布后，认为在中国国内可能会出现卖房潮的观点出现增加。抛售住房并不仅仅是因为政府强化房产税，有观点认为购买多套房产用于投资的官员等担心财产暴露、因涉嫌贪污而被查处，所以将加紧抛售名下的房产。而来自中国首都北京的房地产中介行业人士表示，实际上很多没被居住过的投资用房地产宅楼被抛售，从而拉低了北京的房价。
中国松绑限购与货币之源
就象中国经济高速运行十数年要回落一样，中国房地产也跟着要历史性回落下去，中国房地产就面临着这样的大转折。
8月18日中国国家统计局发布中国70大中城市房价变动数据，7月份，房价环比下降城市继续增加，达到64个。其中一线城市房价同比涨幅也继续走低，北京、上海房价同比涨幅均不到5%，广州和深圳分别为5.3%、5.1%。数据显示，与上月相比，70个大中城市中，价格下降的城市有64个，持平的城市有4个，上涨的城市有2个。环比价格变动中，最高涨幅为0.2%，最低为下降2.5%。同时，与去年同月相比，70个大中城市中，价格下降的城市有3个，持平的城市有2个，上涨的城市有65个。7月份，同比价格变动中，最高涨幅为厦门，达到7.2%，最低为温州，下降4.9%。
中国房地产投资在地方城市地区生产总值中占比很高的现状。如果房价的调整长期化，越是依赖房地产投资的地方城市越将受到重创。2010年引入限购政策的中国46个城市中，已经约有8成城市开始以各种方式松绑限购政策，危机感出现扩散。中国中央政府不出台大规模经济刺激政策（也就是货币放水、超宽松货币等），通过政策微调来支撑经济发展的姿态并未改变。这是因为随意出台经济刺激政策可能使得消化过剩产能等结构调整推迟。
中国金融货币一直有计划经济延续60多年的根源未变历史积弊，与全球的市场经济国家依然有着货币体系源头——自由浮动汇率、自由兑换货币等的冲突与悖论。
有研究国际、国内外金融货币超过30年的经济学家认为：中国“应该全面下调存款准备金率，使投资者心里好转”（也是一种刺激）、“下调人民币基准利率”（却是一种长期稳固的货币生态环境）。现时人民币基准利率约为6.2%（中国实施的是“双规制”基准利率，为大银行与中小银行不同的基准利率）分别是全球最主要货币欧元(现基准利率为0.15%）、美元（现基准利率为0.25%）的超过50多倍和25倍。一种货币的基准利率高，则概论为这种货币之下的一切成本都居高不下，中国所有成本的居高不下，都与中国基准利率绝对根底关联，这是中国金融货币与全球所有主要货币最大根源阻抗与不同，也是中国社会一切成本高、居高难下的根源。
当前人民币基准利率为6.2%，是中国使用货币成本几乎为全球G20国家之最，致中国有关货币的一切环境都居高不下，降低中国持续、发展、生存、死亡等等的一切成本，是中国迎头赶上或超越发达国家的根决之道。 |
