1， 您心目中“世界级”科研突破的标准。
世界级科研突破应该是方法学突破或者设备突破，像伽利略改进了望远镜从而观察天空，改变了天文学。而买了国外设备，发了国外论文，最多是个跟随性研究，简单想一想，其他科学家也可以用这个设备发表许多论文啊！
2， 近年来，您所从事的研究领域中有哪些“世界级”科研突破？有哪些是中国人（华人）取得的？
太多了，不过，也太容易昙花一现。刚刚世界首创，转眼就被超越！ |

发电电池可为美国实现能源解放
2005年中国物理专家设计一个发电实验的样品，这个发电实验（有专利号）利用热电转化原理将环境中的热能持续转化为电能，该发电实验在不需要外加电能、化学能、太阳能等能量的条件下,只要放置在环境温度之中,就能输出直流电流，免维护。原始实验单片(1 cm2平方厘米，厚3μm微米)电压1v伏特,电流5μA微安，根据现在工艺的理论计算单片（面积1平方厘米，厚度约0.1毫米）至少能达到1福特电压，1毫安电流。（样品中,曾经出过230μA微安的纪录）.可以带动电子跑表，而且更加环保，其中包含一个科学原创性发现，是一个现成的成果。主要是它能将环境中的热能持续转化为电能。我们根据这个实验设计了一种新的发电电池，通过改造这个实验提高输出功率1000倍以上，能够实用。如果把它应用在手机上，由于能够自动发电不用充电，那么手机就可以终身免于充电，如果研究用这种电池带动电动轿车。电动轿车不再需要充电电站和电桩，是一种新能源出路，美国作为全世界最大能源需求国家，发电电池能够为美国实现能源解放。
在中国凡是做了实验室样品的人都对这个发电实验充满期望，是一个现成成果，经过反复验证，只要按照改造实验完成操作，每年至少带来超过1千亿美元利润。我方注意到，电话、电灯泡与发电电池有相同的情形，它们在美国成功了， 发电电池走向世界也是实现价值途径。
现在的问题是：发电电池找不到有关要家，而有关要家也不知道我们有发电电池，双方无法对接上。所以实现不了，我们要解决这个问题。还要有权益保障。发电电池现在需要在美国联系一家有生产意向公司或者大学：提供制作条件同时有能力实施生产，我们就能够为大学实验室或者公司做出样品来，领导一次动力电池创新，建立世界上第一大公司，分享科学进步的回报，完成联系前暂时没有回报。（主要是没有联系到有生产意向的对象，当前投入再多费用无效）。
需要寻找一位美国人脉较好人士帮助，主要是完成意向性沟通，我们希望告知有意向的对象，说明其中创新原理，考察认识前景，然后，确定接受这种自己发电的发电电池。希望人脉较好英语沟通的朋友帮助。

The Seventh international conference on climate change: Impacts and Responses - Call for Papers
Proposals for paper presentations, workshops, posters, or colloquia are invited for the Seventh International Conference on Climate Change: Impacts and Responses, held 10-11 April 2015 in Vancouver, Canada. We welcome proposals from a variety of disciplines and perspectives that will contribute to the conference discourse. We also encourage faculty and research students to submit joint proposals for paper presentations or colloquia. Proposals are invited that address climate change through one of the following themes:
•Scientific Evidence
•Assessing Impacts in Divergent Ecosystems
•Human Impacts and Impacts on Humans
•Technical, Political, and Social Responses
•''Whose Climate?'' Negotiating the Governance of Environmental Change
2015 Special Focus: Whose Climate?'' Negotiating the Governance of Environmental Change
It is now widely agreed that one of the principal obstacles to addressing climate change are structures of governance. A consensus is emerging in the form of a scientific analysis. And we have a growing sense of the kinds of technological transition and transformations in social practices that are needed. However, the largest problem is one of political will, particularly in an international regime where governance structures, despite globalization, are very weak. Within the broad range of themes addressed by this knowledge community, our area of special focus in 2015 will be structures of governance to address climate change, from local communities, to the nation state, to the national arena. What ways forward do we have given structural weaknesses in our systems of governance at every level?
Pacific Institute for Climate Solutions
The International Conference on Climate Change: Impacts and Responses is pleased to partner with The Pacific Institute for Climate Solutions (PICS). PICS pulls together the intellectual capital of the province into a dynamic knowledge network that integrates multi-disciplinary approaches to climate change. PICS will be sponsoring a public lecture on 9 April at UBC Robson Square and giving a colloquium on the morning of the 11th titled "The BC Experience with Climate Change Action." This colloquium will will focus on several facets of the British Columbia experience with climate change action including carbon tax impacts, the carbon neutral government experience, forest adaption planning, liquified natural gas issues, and much more. In addition, PICS will be giving featured parallel sessions focusing on such issues as health and encouraging behavior changes. 具有臺灣賦與免簽證待遇國家永久居住權之無戶籍國民可申辦與護照同效期臨人字號入國許可
臺灣內政部於8月13日修正發布「臺灣地區無戶籍國民申請入國居留定居許可辦法」第6條，增訂具有臺灣賦與免簽證待遇國家永久居住權的無戶籍國民，經駐外館處書面建議，內政部入出國及移民署得發給與護照效期相同的臨人字號入國許可，無戶籍國民返國將更為便捷。
近年來海外僑胞一再建議政府放寬入國許可，以方便返國短期停留，從事觀光、探親及商務等活動。依現行規定，無戶籍國民入國應向內政部入出國及移民署申請許可，而入國許可證件有臨人字號入國許可、單次入國許可證、多次入國許可證、臨時入國許可證及臨時入國停留許可證5種，其中臨人字號入國許可之效期有6個月、1年、3年及與護照相同4種。內政部基於已賦與免簽證待遇的43國多為經濟、法治高度發展國家，對於核予外來人口永久居住權有較高的門檻及嚴謹成熟的法規篩選制度，為衡平無戶籍國民與適用臺灣免簽證待遇外籍人士之入國程序，並考量臺灣利益及公共安全，因此修正「臺灣地區無戶籍國民申請入國居留定居許可辦法」第6條，放寬無戶籍國民申請與護照效期相同臨人字號入國許可之規定。日後只要持憑臨人字號入國許可，可在效期內多次返國，無需逐次申辦入國許可，每次停留期間為3個月，得延期1次併計以6個月為限。
