Dear CCA Colleague, We have a June primary election coming up and it is critical we WIN big. That means we need to work together, and there are many ways community college and K-12 leaders can work together. All statewide offices are up for election, including governor and superintendent of public instruction, as well as state senate, assembly and local school board seats.
By now, you’ve most likely heard that outside moneyed interests with a coordinated agenda—to privatize jobs and take away the rights of college faculty and students—have contributed $9.5 million to Antonio Villaraigosa, the gubernatorial candidate who will get them what they want. And if the 2016 election is any indication, when they spent more than $30 million on elections, there’s a lot more money yet to come. To fight the attacks on community colleges and public education that are coming from multiple fronts we have to work together to elect the right candidates for our students and for our profession.
Our top election priorities for 2018 are clear: Elect Bay Area Assembly Member Tony Thurmond as the next state superintendent of public instruction (SPI). The issues that affect K-12 students become our issues when students come to community college. Elect Lt. Gov. Gavin Newsom as our next governor to continue California’s era of pro public-education leadership in Sacramento. Elect local legislative candidates. It’s important to exercise your right to vote. So, get involved and talk to your colleagues and students. This Campaign site has everything you need to know plus tools you can use.

FDA has recently approved the FoundationFocus™ CDx BRCA LOH. This was originally approved as a companion diagnostic designed to detect the presence of mutations in the BRCA1 and BRCA2 genes. The laboratory test can also be used to detect the percentage of genomic loss of heterozygosity (LOH) in tumor tissue samples from patients with ovarian cancer. BRCA1 and BRCA2 stand for Breast Cancer, early onset genes 1 and 2, which are also associated with ovarian cancer. LOH is a genetic event that occurs in many cancer types, and results in the loss of one allele (or copy) of a genetic locus. Patients with BRCA mutations or a high percentage of LOH are classified as positive for homologous recombination deficiency (HRD), which means cells are less able to repair harmful breaks on both strands of DNA. If BRCA mutations are detected or patients have positive HRD status, the patients may be considered for treatment with Rubraca (rucaparib). |

Talk by Jaeeun Kim, University of Michigan Jaeeun Kim will talk about her award-winning book Contested Embrace: Transborder Membership Politics in Twentieth-Century Korea (Stanford University Press, 2016).
Contested Embrace is a comparative, historical, and ethnographic study of the complex relationships among the states in the Korean peninsula, colonial-era Korean migrants to Japan and northeast China and their descendants, and the states in which they have resided over the course of the twentieth century. Extending the constructivist approach to nationalisms and the culturalist view of the modern state to a transnational context, Contested Embrace illuminates the political and bureaucratic construction of ethno-national populations beyond the territorial boundary of the state. Through a comparative analysis of transborder membership politics in the colonial, Cold War, and post-Cold War periods, the book shows how the configuration of geopolitics, bureaucratic techniques, and actors'' agency shapes the making, unmaking, and remaking of transborder ties. Kim demonstrates that being a "homeland" state or a member of the "transborder nation" is a precarious, arduous, and revocable political achievement. The talk will flesh out these claims through the analysis of (1) South Korea’s effort to create its own docile citizens out of ethnic Koreans in Japan in the fierce competition with North Korea; and (2) South Korea’s effort to control its territorial and membership boundary from ethnic Korean “return” migrants from China.
Jaeeun Kim is Assistant Professor of Sociology at the University of Michigan. She was a postdoctoral fellow at Princeton (2011–2012) and Stanford (2012–2013), and a former member at the Institute for Advanced Study (2016–2017). Her book won multiple book awards from the American Sociological Association and the Social Science History Association.

About the Book Industrial Eden: A Chinese Capitalist Vision is an illuminating study of the evolution of Chinese capitalism chronicles the fortunes of the Song family of North China under five successive authoritarian governments. Headed initially by Song Chuandian, who became rich by exporting hairnets to Europe and America in the early twentieth century, the family built a thriving business against long odds of rural poverty and political chaos.
A savvy political operator, Song Chuandian prospered and kept local warlords at bay, but his career ended badly when he fell afoul of the new Nationalist government. His son Song Feiqing-inspired by the reformist currents of the May Fourth Movement-developed a utopian capitalist vision that industry would redeem China from foreign imperialism and cultural backwardness. He founded the Dongya Corporation in 1932 to manufacture wool knitting yarn and for two decades steered the company through a constantly changing political landscape-the Nationalists, then Japanese occupiers, then the Nationalists again, and finally Chinese Communists. Increasingly hostile governments, combined with inflation, foreign competition, and a restless labor force, thwarted his ambition to create an "Industrial Eden."
Brett Sheehan shows how the Song family engaged in eclectic business practices that bore the imprint of both foreign and traditional Chinese influences. Businesspeople came to expect much from increasingly intrusive states, but the position of private capitalists remained tenuous no matter which government was in control. Although private business in China was closely linked to the state, it was neither a handmaiden to authoritarianism nor a natural ally of democracy.
About the Author Brett Sheehan is professor of Chinese history at the University of Southern California. He received his Ph.D. from the University of California-Berkeley in 1997. He is also the author of Trust in Troubled Times: Money, Banking and State-Society Relations in Republican Tianjin, 1916-1937 (Harvard University Press, 2003) and numerous articles and book chapters.

The screening will be followed by a Q&A with the director, Xie Fei (谢飞).

US Intellectual Property Rights 1. US has very long history and culture to encourage innovations and protect the IPR; US Constitution adopted more than 200 years ago had the proposition on this; 2. Over years, the US has adjusted laws and regulations and developed new ones to better protect IPR such as The Digital Millennium Copyright Act (DMCA) and The Theft of Trade Secrets Clarification Act of 2012.; 3. Many patents and innovations are from enterprises and individuals; 4. Private sectors, private enterprises and foundations contributed most to the total US R & D spending each year; 5. The average usage rate of registered patents in the US is around 5-25%; Japan has the highest patent utilization rate; 6. Recently China has surpassed the US and become the #1 in the world with the most patents but China’s utilization rate of registered patents is very low, much lower than the world average; 7. US government supports innovations and research and plays important roles in innovations and technology advancements; the total annual funding from the US federal government in 2015 was about $704 billion in Science, Technology and Innovations, and spending on Research was $295.6 billion; among all research, basic research was 4.16 billion, development science $40.6 billion and applied science 250.7 billion. Total R & D spending was about $425 billion. 8. Enterprises are the main forces in protecting their patents and other IPR; they hire special lawyers to fight against violators of the IPR; 9. Government has offices to implement IPR laws, protect the IPR and investigates violations of the IPRs, but most cases are brought up by the relevant enterprises; 10. Professional associations and media also play its roles in protecting the IPRs.
