美国大学教授招聘/选拔、评估和晋升 -- 中国可以从中借鉴之处
1． 每一个大学都有不同的定位，所以需要招聘不同类型的教授; 一些大学可能专注于研究，而另一些可能更注重教学;有些需要招聘最杰出的教授， 而另一些只需要招聘符合基本要求的教授（而不是最优秀的教授）;
2． 在大多数情况下，招聘教授是以系和学科为中心的。每个系/学科都要评估其对教授的需求，并提出详细的要求，而学院/大学则需要评估系/学科是否有必要招聘以及是否有充足的预算;
3． 该学科/系会成立一个招聘委员会来负责教授的公开招聘工作;校园内的教授和学生都会参与招聘过程;
4． 候选人与校园的契合度，特别是文化契合度，将是决定应聘者是否应被邀请参加校园面试的最重要因素之一;

US Intellectual Property Rights
1. US has very long history and culture to encourage innovations and protect the IPR; US Constitution adopted more than 200 years ago had the proposition on this;
2. Over years, the US has adjusted laws and regulations and developed new ones to better protect IPR such as The Digital Millennium Copyright Act (DMCA) and The Theft of Trade Secrets Clarification Act of 2012.;
3. Many patents and innovations are from enterprises and individuals;
4. Private sectors, private enterprises and foundations contributed most to the total US R & D spending each year;
5. The average usage rate of registered patents in the US is around 5-25%; Japan has the highest patent utilization rate;
6. Recently China has surpassed the US and become the #1 in the world with the most patents but China’s utilization rate of registered patents is very low, much lower than the world average;
7. US government supports innovations and research and plays important roles in innovations and technology advancements; the total annual funding from the US federal government in 2015 was about $704 billion in Science, Technology and Innovations, and spending on Research was $295.6 billion; among all research, basic research was 4.16 billion, development science $40.6 billion and applied science 250.7 billion. Total R & D spending was about $425 billion.
8. Enterprises are the main forces in protecting their patents and other IPR; they hire special lawyers to fight against violators of the IPR;
9. Government has offices to implement IPR laws, protect the IPR and investigates violations of the IPRs, but most cases are brought up by the relevant enterprises;
10. Professional associations and media also play its roles in protecting the IPRs.

Consumer Information on GORE® CARDIOFORM Septal Occluder - P050006/S060
FDA has recently approved the GORE® CARDIOFORM Septal Occluder to be marketed.
The GORE CARDIOFORM Septal Occluder is a device that is permanently implanted in the heart to close a patent foramen ovale (PFO). A PFO occurs when the foramen ovale, a naturally occurring hole located between the two upper chambers of the heart (the right atrium and the left atrium), does not close shortly after birth. If untreated, a PFO can allow a small amount of blood to pass from the right side of the heart to the left side of the heart. In rare cases, a PFO may lead to the occurrence of strokes.
The device includes an implant (occluder) and a delivery catheter (a small tube). The occluder is made of self-expanding, nickel-titanium (Nitinol) wires, covered in woven fabric. The occluder is shaped as two discs connected in the center. The occluder is compressed to a small size to allow it to pass through the delivery catheter so that physicians can implant it within the heart.

In recent years Dr. Critchley’s team has managed pre-clinical and clinical microbiology studies to characterize the profiles of three approved antibiotics. Today Dr. Critchley’s team at Allergan continues to support antibacterial products that address existing and emerging resistance mechanisms.

Dr. Cun-Yu Wang, D.D.S., Ph.D. is the No-Hee Park Endowed Professor and Chair in Division of Oral Biology and Medicine, the Associate Dean for Graduate Studies, School of Dentistry, UCLA. He has made a landmark discovery on the regulation of cancer cell death by the transcription factor NF-κB, which was cited in one of ten important discoveries in 1996 by Science magazine. China''''s Crisis of Success provides new perspectives on China''''s rise to superpower status, showing that China has reached a threshold where success has eliminated the conditions that enabled miraculous growth. Continued success requires re-invention of its economy and politics. The old economic strategy based on exports and infrastructure now piles up debt without producing sustainable economic growth, and Chinese society now resists the disruptive change that enabled earlier reforms. While China''''s leadership has produced a strategy for successful economic transition, it is struggling to manage the politics of implementing that strategy. After analysing the economics of growth, William H. Overholt explores critical social issues of the transition, notably inequality, corruption, environmental degradation, and globalisation.

The General Secretary of the Communist Party of China, Xi Jinping, presented his report to the 19th Party Congress to outline China’s mid and long-term development goals over the next three decades. Innovation, coordination, greenness, openness, and inclusiveness will be the five guiding principles to ensure the country’s goal of building a “moderately prosperous society” will be achieved by 2020. Meanwhile, the U.S. under President Donald Trump is reevaluating its approach to trade, especially with respect to China, but no major policy shifts appear imminent despite the recognition by the U.S. of the importance of China’s Belt and Road Initiative. Threats of protectionism, trade walls, and increased tariffs have thus far failed to blunt the rising trade between the two Pacific powers. New cross-border partnerships are being formed and new opportunities are opening up for trade and investment in a number of key sectors from energy to finance.
Spatial Mobility in the Chinese Bureaucracy: A Model and Empirical Evidence

Spatial mobility among officials has been an important mechanism of political control in China’s governance. We propose a model of stratified mobility across administrative jurisdictions to explain patterns of spatial mobility in the Chinese bureaucracy, and develop related concepts, typologies, and measures for our empirical analyses. We illustrate our theoretical arguments using empirical findings of spatial mobility in a large bureaucracy—local governments in one province of China, from 1990 to 2008. This research contributes to the study of the Chinese bureaucracy by (1) providing baselines for the key empirical patterns of mobility among offices and across administrative levels; (2) developing a set of concepts, categories and related measurements for characterizing social network structures resulting from personnel flow across government offices.
