政治体制双轨制. 要进入一个稳定的社会，必须在制度上，在全民的意识中，使国家机器独立与("于" - 编者）政治。这是阻断封建社会周期性变更的根本。不然中兴之后就是动荡直到新朝代的诞生。共产党有自我调剂能力，会使周期延迟，但不会改变规律。共产党也可以改制，先从政治体制双轨制开始。县市长从普选产生，去除繁杂的政府机构，简化为:执政者组成的班子+议会。为了稳定过渡，中央政府，省级政府按现有制度产生，几年后省长将从功绩好的县市长中选举产生。当国家机器真正独立于政治时，方可实现总统选举制和建立国家议会。 |

The Director of our insitute will lead a delegation to Europe (Belgium, Netherland, and Germany), for technology cooperation and recruitment, from 10/20 to 10/31. I''''m not familiar with the chinese organization like ScholarNet in the three countries. I''''m wondering if you know any friends who responsible for chinese association in the three countries, so that they can spread our information and organize the chinese who have interests. This is a good opportunity to meet and talk to them face to face.
We will go to Belgium, Netherland and Germany. but if there will be several Chinese students & scholars in France, meeting our demands, we can consider going to Paris from Belgium, or they can come to our places during our stay.
I really appreciate your help for our institute.
