顶尖人才来宁可获500万
―南京市出台2010紫金人才计划
《南京行动计划》中除了“三年三个10亿计划”早出台之外，20条科技创新扶持政策中颇引人注目的是关于人才的引进。这里的人才被分成三类，包括：世界顶尖人才、领军人才和高层次创新创业人才。这三类人才如何界定呢？市委组织部人士介绍，世界顶尖人才是要能把握国际产业趋势、带动南京重点产业取得重大突破，将获得300-500万元项目资助；领军人才则要有突破关键技术、具有先进管理理念，将获得100-200万元项目资助；高层次创新创业人才是各类行业紧缺急需的人才，将择优获得50-100万元项目资助。各类人才可通过企业或当地的区、县组织部门、人事部门申报，还可以通过南京英才网进行独立申报。
【南京人才公寓】建设、租住和购买做出详细规定：未来3年，南京市将每年建设300-500套人才公寓，专门提供给来我市创业创新的专业人才申请租房入住。其中，对把握国际产业趋势、带动南京重点产业取得重大突破的世界顶尖人才提供120—150平方米的住房，对突破关键技术、具有先进管理理念的领军人才提供100平方米住房，上述住房3年内免收租金。对部分高层次创新创业人才由政府、单位给予租房补贴，住房3年后可优惠出售给人才个人；首次购房的给予一定年限的个人所得税额度的补贴，对顶尖人才和领军人才按前3年个人所得税额给予购房补贴。
