|
台灣頂尖大學需要頂尖學生，而對岸中國大陸，提供了很好的頂尖學生庫。因為最近聞名全球的上海交通大學兩岸四地三千多所大學連續三年排名，台灣頂尖的大學都是名列名列前茅。譬如在2013 年的排名中，前10名台灣的大學是台大（2），新竹清華（3），及新竹交大（8）。大陸在前10名的是北京清華（1），北大（5），浙大（9）及中科大（10）。在前一百所內﹐台灣的大學竟然佔了28所﹗毋庸置疑，上海交通大學兩岸四地排名對台灣面臨21世紀挑戰很有幫助。
自從大陸改革開放後，西方的著名大學，尤其美國，為了要吸取大陸的優秀學子，在中國大陸做了很有效的宣傳。反之，在台灣，因為政治的原因，在改革開放後的三十年間，根本不允許台灣的大學去大陸招生。所以雖然幾十年來兩岸的關係有明顯的進步，台灣的頂尖大學在大陸沒有進行全面性的宣傳。在過去十年，雖然兩岸學術交流，甚至合作，有顯著的提升，但是在大陸頂尖中學與大學內的學子對台灣的頂尖大學仍舊相當陌生。
三年前，台灣少子化問題開始浮現，加以大學過多的問題，台灣政府破天荒地允許台灣的大學招收「陸生」。面對大陸改革開放，這是以往台灣政府不曾考慮或不被允許的政策改變。美中不足的是，在強大反對聲音下，教育部附加了許多招收「陸生」條件。例如能招收陸生的大學屈指可數、不允許台灣頂尖大學（特別是國立大學），招收大陸頂尖的大學部學生。同時還附加了所謂「三限六不」的苛刻規定。這些條件使得三年來頂尖大學招「陸生」的成績不甚理想。
最近台積電董事長張忠謀大聲呼籲台灣要培養更多及更好的人才。言下之意是台灣的頂尖大學培養的人才不夠多。在面臨少子化的事實之下，假如台灣招收陸生的政策不作大幅調整，這個情況只會變得更糟。換言之，台灣頂尖大學到中國大陸招募最優秀的大學生與研究生的政策必須調整。這調整不僅對台灣頂尖大學有利，它對台灣面臨21世紀的挑戰也很有幫助。
因為上海交大的排名在大陸有其一定的影響力，它無形中替台灣這些「名列前茅」的頂尖大學做了強而有力的廣告。此排名不但使得台灣的頂尖大學能與大陸頂尖大學（例如北京清華與北京大學）相提並論，也使得這些大學在大陸的知名度顯著的提高，同時亦大大地減低大陸學子與其父母們對於台灣這些大學的陌生感。有上海交大替台灣的頂尖大學做了層面如此廣且深的廣告，不正清楚的告訴我們，台灣頂尖大學無憂無慮到對岸去挖掘人才的時機已經到了?
