Director Wuershan spooks the China Onscreen Biennial
WUERSHAN, director of Painted Skin: The Resurrection, will appear in-person at UCLA’s Billy Wilder Theater for a special Halloween presentation of his visually sumptuous, smash hit adaptation of one of the Strange Tales from a Chinese Studio – Qing Dynasty author Pu Songling’s collection of supernatural short stories about shape-shifting animal spirits, demons and humans.
Chinese luminaries ZHOU XUN (Suzhou River) and VICKI ZHAO (Shaolin Soccer) star as respectively a beautiful fox spirit who must devour men’s hearts to live and a disfigured princess who dares not confront her true love. Painted Skin: The Resurrection broke all box-office records this summer to become the highest-grossing Chinese film ever.

軍人保險
各位學長：
民國40年，政府核准中央信託局恢復信託業務，中央信託局陸續奉令辦理軍人保險、再保險、輸出保險及公務人員保險等政策性業務。民國59年總統命令頒布軍人保險條例 (及其施行細則)，第五條軍人保險應設置基金。前項基金之保管、運用辦法，由國防部會同財政部定之。民國71年，中央信託局奉令裁撤，相關軍公教保險業務，由台灣銀行接手。國防部持續與財政部台灣銀行按優惠利率辦法訂定不得低於18% 利率。民國90年開始，汙名化18趴，退休軍公教背著原罪在一個成熟卻激情社會各角落不敢吭聲，為了社會安定，不准我們發出聲音。民國90開始民進黨執政，多少退伍軍人在擔心18趴不保，但意外的在民國96年的新辦法中，卻擴大優惠。因為有人知道事情的真象。在民間，在社會，無論藍、綠都認為我們把國庫吃空了，沒有人來找出問題在哪裡，沒有人為我們說話，眼見總統興利除弊的急迫，18%成為改革的首要目標。甚至放話【軍保財務困難，即將破產】。造成人心惶惶，日夜焦慮不可終日。
當年，常備大軍60萬，其中40萬義務役官兵，由國防預算全額撥發保險金存放在中央信託局、台灣銀行，退伍時無息發回，那時候利率可是在20%左右。至少20萬退伍軍士官屆退時都被告知【民生凋零，百廢待興，軍民共體時艱】，大多數父執輩的官兵，以基金的方式，把血汗錢繼續存放在中央信託局、台灣銀行。那時候，陽明醫院、高島屋、信義路、基隆路周邊一片荒野，地價在每坪20~2000元之間，民間利息12%月息按複利計算，軍保月領卻只以年息18%單利計算。60萬大軍保險費只付出20萬人次低微的回饋；父執輩的老長官，你們被冤了，血汗錢被虧了，你們沒有用國庫一毛錢，一生的榮譽還被無情的踐踏。沒有人會為你們說話，因為你們沒有聲音。在興利除弊的前夕，參謀作業的認清目標為首要，我們要好好來算這筆帳，找出真正的弊端，提供給我們的大家長做為參考。孟子曰【千萬人吾往矣】，我們已經退伍多年，軍令對我們已經沒有約束，我們要問清楚：
軍保基金會在哪裡? 組織、結構營運方式? 我們要查清楚，三十年來，以千億為計算單位的流動資金，去哪裡了? 我們要弄清楚，軍保基金決對不是收多少保險金、付多少保險金的流水帳，民國90年以前盈利所賺的錢去哪裡了? 美金由40元貶至25元期間，基金究竟賺了多少錢，不要告訴我繳回國庫了，我們是基金會。台灣銀行由民國71年開始營運基金，賺了四十年，哪一個行員、經理、歷任的總裁們不是吃香的、喝辣的，台灣錢淹腳目，台銀經營、管理、運用的基金卻逐年萎縮，歷任的財政部、國防部部長們：你們是怎麼監督的? 1971年，新加坡用軍公教及私人企業保險金成立中央公積金 (CPF)，2000年成為新加坡主權財富基金擁有新加坡樟宜機場、新加坡航空、勝安航空、宇航的所有權，一樣的保險基金，一樣的年代，下場怎會差那麼多?
軍保不是勞保，國防部按軍階撥補保險金，軍官按薪資由財勤單位直接扣繳保險自付額，沒有醫、病的給付的困擾，只有殘障、身亡給付，退伍就按規矩月領我們該領的。我們沒有動用國庫一毛錢，當有心人士放話說【把國庫吃空了，把勞保吃垮了】，當我們大多因不明瞭而低下頭時，台灣銀行的財經專家有沒有站出來位我們澄清退伍軍人月領18%保險金沒有動到國庫一毛錢，沒有動到勞保一分錢。台灣銀行把基金搞垮，不是退伍軍人的錯，台銀要負責，基金會要負責，財政部要負責，國防部要負責。我們好好一次算清楚，有弊端就要砍掉，不要以為退伍軍人好騙，我們中間專家多的是。我將以【退伍軍人自救聯盟】邀請退休人員共同努力，我們的目標要洗刷我們的清白，該負責的要拿出來討論，建立一個更健全的軍人保險制度，建立一個可資信賴的基金會組織。我不是一個有錢人，自救聯盟的運作需要經費，我個人將開始籌備工作，需要大家的參與，也需要大家的支持。有力的出力，有錢的出錢。懇請各位學長支持響應，歡迎各位學長共同參予，並以e-mail : jackaero@pchome.com.tw 提供學長身分證字號、居住地址、e-mail，以造具名冊向內政部、司法院辦理登記，取得合法設團位階，合法辦理各項活動。
