为了适应中国科技创新，产业转型的需要，为了支持海内外高层次人才创新创业，改变国内外行评审海外内行的落后现象，经过几年探索，长时间的酝量，倡议成立行业专家委员会，人数10-20人。海纳百川，不论你属于哪个协会，哪个团体，均可参加。基本条件如下（可以进一步斟酌和讨论）：
1. 有在海外留学学历或工作的经历（本科，研究生）。
2. 10年以上（或等同）工作经验 （海外公司请写英文名称），特别优秀者工作年限可以降低。

“2011冬季海外学人创新创业项目推介会（上海）暨江南考察行”活动组委会，将联合参与活动的各地政府，对报名项目进行审核筛选，入选者将获得最高500美元的国际旅费补助，同时活动期间的国内食宿交通将由组委会免费提供。有关活动的其他具体情况及报名细则，请见下文:
活动日程：
12月15-16日：2011冬季海外学人创新创业项目推介会（上海）活动参与者为来自全国各地的政府与开发区、创业园区、风险投资公司及民间资本拥有人。每位海外学人均有现场PPT展示、现场演讲推介以及与国内各类单位和投资人面对面交流的机会。
12月17 - 22日：海外学人江南考察行
考察江浙3至5个城市，与当地政府、开发园区、企业、风险投资人、资本拥有人等进行深入交流和对接。备选考察地为：嘉定、江阴、太仓、张家港、慈溪、绍兴、嘉兴、金华、镇江、常州、湖州、扬州、徐州、杭州等。
报名人条件：
1、在新能源、新材料、医药及生物技术、化工、先进制造业、IT软件、电子信息、现代服务业等各类领域中拥有知识产权和智力成果并有意回国创业的海外学人；
2、欢迎那些拥有各上述领域创业项目，但不能长期回国的海外学人报名（大会组委会将代其在中国申办公司、申请政府扶持资金、寻找办公场地、配备工作人员等）。
报名材料：
1、项目简介1份（需包含项目内容、项目现状、技术领先程度、创业团队简介、寻求合作方式等基本信息，涉及技术及商业机密的内容可隐去）
2、个人简历1份
3、报名表（请见附件）
补贴标准：
1、海外学人报名参加活动无报名费。
2、所有参与活动的人员在活动期间（自报到起至活动结束）的交通、食宿等均免费。住宿的最低标准为双人标准间。
3、大会组委会及各考察地政府将对报名人员及其所持项目进行审核。
同时通过大会组委会及地方政府审核的人员，将受邀全程参加上海项目推介会及江南考察行活动，并按以下标准获得国际旅费补贴：欧美地区500美元/人，亚洲及澳洲地区300美元/人，国内1000元人民币/人。
通过大会组委会审核、但未通过地方政府审核的人员，将受邀参加上海项目推介会，并按以下标准获得国际旅费补贴：欧美地区250美元/人，亚洲及澳洲地区150美元/人，国内500元人民币/人。
报名办法：

北卡書友會為了慶祝成立20周年，邀請台灣文學大師黃春明於23日上午11時到下午3時，在北卡州立大學俱樂部（NC State University Club）演講，與大家分享他的文學旅程。黃春明早年以現實主義文學體裁創作台灣鄉土小說，之後觸角伸入散文、詩、電影、兒童戲劇、兒童文學、撕畫、油畫等，曾獲吳三連文藝獎、國家文藝獎、中國時報文學獎。近年來致力於台灣本土文化的維護，進行鄉土文化研究與著作，極力推動歌仔戲及鄉土文藝活動。 此次活動將以餐會方式進行。為感謝會員的愛護，將提供會員優惠，並致贈驚喜小禮。北卡州立大學俱樂部位於：4200 Hillsborough Street ，Raleigh，NC 27606。有興趣報名參加者，可洽陳敏芳（919）303-2095或王明心joycew38@yahoo.com。
