南京信息工程大学第九次全球招聘公告(2017年诚聘英才启事)

南京信息工程大学享有“中国气象人才摇篮”之美誉,其前身南京气象学院始建于1960年,1978年被国务院确定为全国重点大学,1993年成为具有博士学位授予权的高校,2004年更名为南京信息工程大学,是江苏省人民政府、教育部和中国气象局三方共建,以及江苏省人民政府和国家海洋局共建的全国重点高校,是江苏省高等教育综合改革试点高校、江苏省人才强校首批试点高校。
  学校气象学专业为国家重点学科,大气科学学科在2012年教育部一级学科评估中排名全国第一,在国际上有较大影响,地球科学和工程学两个学科进入ESI国际学科排名前1%。学校现有博士后流动站1个,二级学科博士学位授权点11个,一级学科硕士学位授权点14个,专业学位授权点(领域)7个,本科专业55个,涵盖理、工、管、文、经、法、农、艺八大学科门类。大气科学、环境科学与工程、传感网与现代气象装备3个学科获江苏高校优势学科建设工程一期项目立项;大气科学、环境科学与工程、信息与通信工程、物联网技术与装备4个学科获二期项目立项,雾霾监测预警与防控列入江苏省重点序列学科名单;控制科学与工程、马克思主义理论、科学技术史学科获批“十三五”江苏省重点学科。大气科学、信息管理与信息系统、电子信息工程和环境科学4个专业获得江苏高校品牌专业建设工程一期项目立项。初步形成了以大气科学学科为高峰,以信息、海洋、环境、管理等学科为高原,以基础学科为高地的学科生态圈。现有全日制在校本科生3万多人,研究生2900多人,学位留学生500多人。
  近年来,学校大力实施“人才强校”战略,广聚天下英才,各项事业蓬勃发展。在近期公布的《2017中国大学评价》中,我校名列第93。自2006年以来,已先后八次面向海内外招聘高层次人才,引进海内外博士及以上高层次人才共800多人。学校现有教职工2000余人,其中中国科学院院士2人,教育部“长江学者”特聘教授1人,“国家杰出青年基金”获得者3人,国家“973”计划项目首席科学家4人,第七届国务院学科评议组专家2人,国家“百千万”人才工程3人,国家“千人计划”专家4人,“青年千人计划”专家5人,国家“优秀青年科学基金”获得者4人,另有各类省部级以上高层次人才200余人,拥有教育部“长江学者和创新团队发展计划”创新团队、江苏省创新团队等省部级以上科研创新和教学团队22个。

一、招聘岗位及学科领域
  我校地球系统模拟中心、资料同化研究与应用中心、耶鲁大学-南信大大气环境中心、光电研究院、中国制造业发展研究院、管理科学与工程研究院、气候变化与公共政策研究院、气候与环境治理研究院、中国特色社会主义理论体系研究基地、科学技术史研究院等10个研究平台和大气科学学院等17个学院面向全球招聘200名有关学科、方向高层次人才。
  热忱欢迎海内外高层次人才依托我校申报国家“千人计划”、教育部“长江学者奖励计划”、“江苏特聘教授”、江苏“双创计划”等各类人才项目。
  重点面向以下学科引进人才:气象学、气候学、大气物理学与大气环境、应用气象学、水文气象学、海洋科学、信息与通信工程、电子科学与技术、计算机科学与技术、软件工程、控制科学与工程、电气工程、仪器科学与技术、遥感与测绘科学、环境科学与工程、数学、统计学、光学工程、物理学、材料科学与工程、经济学、管理科学与工程、工商管理、公共管理、马克思主义理论、外国语言文学、科学技术史、艺术及设计学等学科专业领域。具体见附件1《南京信息工程大学第九次全球招聘岗位需求表》

二、招聘对象和条件
  引进人才须政治素质好、学术造诣高、团队意识强,具有良好的个人品德、学术道德和职业道德,遵纪守法,为人师表,工作认真,作风正派。引进人才主要分为以下四个层次:

(一)第一层次
  中国科学院或工程院院士;美国、英国、加拿大、澳大利亚等发达国家科学院院士或工程院院士;诺贝尔奖、图灵奖、菲尔兹奖等国际知名奖项获得者;在世界一流大学、科研机构任职的国际知名学者或与上述人才水平相当的顶尖人才。
待遇支持:全职年薪不低于100万元,学校根据具体情况在薪酬、住房和安家费、人才启动经费、配偶子女安排、学术助手和行政秘书配备等方面给予特别优惠政策,具体内容面议。

(二)第二层次
  国家“千人计划”创新人才长期项目入选者、国家“万人计划”杰出人才和领军人才、教育部“长江学者”奖励计划特聘教授、国家杰出青年科学基金获得者、国家自然科学基金创新研究群体带头人、国家重大研发计划首席科学家、国家自然科学奖二等奖/国家技术发明奖一等奖/国家科技进步一等奖及以上奖励的第一完成人、海外著名大学教授、江苏省省“333高层次人才培养工程”第一层次入选者或与上述人才水平相当的领军人才,年龄一般不超过55周岁。
待遇支持:全职年薪不低于80万元,安家费150-300万元,学校根据需要给予科研启动经费支持,帮助搭建团队,配备科研助手或行政秘书,提供过渡周转房,并可申购学校人才引进留用房(按优惠价格不高于5000元/平米),具体面议。

(三)第三层次
  国家“青年千人计划”入选者、“长江学者奖励计划”青年长江学者、中组部“青年拔尖人才”、国家“优秀青年科学基金”获得者、海外著名大学副教授或与上述人才水平相当的拔尖人才,年龄一般不超过40周岁。
待遇支持:全职年薪不低于40万元(其中国家“青千”年薪不低于45万元,国家“优青”年薪不低于60万元),安家费60-120万元,学校根据需要给予科研启动经费支持,帮助搭建团队,配备科研助手,提供过渡周转房,并可申购学校人才引进留用房(按优惠价格不高于5000元/平米),具体面议。

(四)第四层次
  优秀博士(后)、博士教授、博士副教授。重点引进在海外知名高校取得博士学位或有一年及以上海外研修经历的博士(后)。优秀博士(后)年龄一般在35周岁及以下。
待遇支持:工资按国家和江苏省标准执行,校内奖励性绩效按学校副教授或教授待遇标准发放;安家费20-50万元;提供过渡周转房或按600-1000元/月标准发放2年租房补贴;学校根据个人情况和学科平台条件给予一定科研支持,自然科学类提供10-50万元启动经费,人文社会科学类提供5-30万元启动费。其中特别优秀的待遇面谈,可在原待遇基础上额外提供每年5-15万元的“长望津贴”,适度上调安家费和人才启动经费。
  引进人才来校后获得国家“青千”、国家“优青”及以上各类国家级人才计划或项目的,在获批的次月起调整至相应年薪;引进人才来校工作满三年,每年可竞聘学校“长望学者”计划A、B、C层次,竞聘成功的可享受相应的长望津贴。
  同时热诚欢迎优秀人才以团队形式来校工作,学校将为团队提供各方面保障。

NUIST Ninth Global Recruitment


Nanjing University of Information Science & Technology(NUIST)enjoys the reputation of “China's cradle of meteorological talents”. It was established in 1960 as Nanjing Institute of Meteorology. In 1978, it was designated as one of the key universities of China by the State Council. In 1993, NUIST was approved to award doctor’s degrees. In 2004, it changed to its current name and has since been a national-level key university supported by a trilateral sponsorship between the Jiangsu Provincial Government, the Ministry of Education of China, and the China Meteorological Administration(CMA), as well as a bilateral sponsorship between the Jiangsu Provincial Government and the State Oceanic Administration.

The Major of Meteorology at NUIST has been designated a national key discipline, and its Atmospheric Science was ranked No. 1 in a national evaluation conducted by the Ministry of Education of China in 2012 and enjoys global influences. Our Geosciences and Engineering disciplines are among top 1% by international ESI ranking. We will provide you with an optimum research and academic ecosystem encompassing a wide range of basic sciences that focuses on atmospheric sciences but also emphasizes information, marine, environmental, and management sciences.

During the 13th Five-Year Plan period, NUIST will make greater efforts to recruit more talents in order to establish an even stronger faculty team. We has now started our ninth global recruitment event and we warmly welcome all the talents from China and abroad. 1.Positions and disciplines

Ten Research Platforms, including Geoscience System Simulation Center, Data Assimilation Research and Application Center, Yale-NUIST Atmospheric Environment Center, Photoelectricity Institute, China Manufacturing Industry Development Institute, Management Science and Engineering Institute, Climate Change and Public Policy Institute, Climate and Environment Protection Institute, Research Base of Socialism with Chinese Characteristics Theory System and Science, and Technology History Institute, and 17 Schools at NUIST are looking for 200 high-level talents from around the globe.

We will sponsor the recruited talents to apply for various programs such as Recruitment Program of Global Talents, Chang Jiang Scholars Program, Jiangsu Distinguished Professor Program, and Jiangsu Innovative and Entrepreneurial Talent Program. 2.Requirements, Salaries, and Benefits

NUIST welcomes applicants with good personality, outstanding academic attainments, and scholar integrity. We are currently recruiting talents on the following levels:

Level 1

We welcome Academicians from Chinese Academy of Sciences or Chinese Academy of Engineering, Academicians from the National Academy of Sciences or Engineering from developed countries such as US, UK, Canada, and Australia, laureates of world famous awards such as Nobel Prize, Turing Award, and Field Medal, world famous scholars working at top universities or research institutions, and talents of similar qualifications to apply at this level.

Salaries and benefits:full-time annual salary of no less than 1 million RMB; NUIST will provide highly favorable policies in salary, housing and relocation subsidies, start-up research fund, arrangements of spouse and children, administrative secretary and research assistant(s). Level 2

Awardees of the Program for Innovative Talents of the National “Thousand Talents Plan(long-term program)”, National “Ten Thousand Talent Project” outstanding and leading talents, and the Distinguished Professors of the “Chang Jiang Scholars Program” Awards Plan of the Ministry of Education, winners of the National Science Fund for “Distinguished Young Scholars”, leaders of NSFC Innovative Research Group, chief scientist of major National R&D Plan, leading researchers of the 2nd Prize Project of the National Natural Science Award/1st Prize Project of the State Technical Invention Award/1st Prize Project of the National Sci-Tech Advance Award, professors from renowned overseas universities, the First Level awardees of Jiangsu Province “333 High-level Personnel Training Project” or outstanding talents of similar qualifications are encouraged to apply. Applicants should be no more than 55 years old.

Salaries and benefits:full-time annual salary of no less than 800,000 RMB; housing and relocation subsidies of 1.5 million to 3 million RMB; depending on specific conditions, NUIST will also provide research start-up funds, assist in organizing research teams, and offer administrative secretary and research assistant(s). A temporary accommodation will be provided, and an intramural Talent Apartment is available for purchase(at a favorable price of less than 5,000 RMB/m2). Please contact us for details.

Level 3

Awardees of National “Youth Thousand Talents Plan”, “Chang Jiang Scholars Awards Plan”, “Young Chang Jiang Scholars”, “Youth Top-notch Talent Program” of Central Organization Department, winners of National “Outstanding Youth Science Fund”, or Associate Professors from renowned overseas universities or talents of similar qualifications are encouraged to apply. Applicants should be no more than 40 years old.

Salaries and benefits:full-time annual salary of no less than 400,000 RMB(no less than 450,000 RMB for National Youth Thousand Talents and no less than 600,000 RMB for National Outstanding Youth); housing subsidy of 0.6 million to 1.2 million RMB; depending on specific conditions, NUIST will also provide research start-up funds, assist in organizing research teams, and offer research assistant(s). A temporary accommodation will be provided, and an intramural Talent Apartment is open for purchase application(favorable price of less than 5,000 RMB/m2). Please contact us for details.

Level 4

Outstanding Ph.D.’s(post-doctors), professors/associate professors with doctor’s degrees are encouraged to apply. We are especially interested in Ph.D.’s(post-doctors)from renowned overseas universities or Ph.D.’s(post-doctors)with at least one year’s overseas training or research experience. Applicants should be no older than 35 years old.

Salaries and benefits:salary will be provided according to relevant national and Jiangsu provincial standards. Bonus will refer to the standard of Professors or Associate Professor at NUIST; housing subsidy of 0.2 million to 0.5 million RMB; a temporary accommodation or rent allowance of 600-1000 RMB per month(for 2 years)will be provided. Depending on specific conditions, NUIST will provide research start-up funds of 100-500 thousand for recruited talents of natural sciences and 50-300 thousand RMB for those in the fields of humanities and social sciences. For recruited talents with outstanding qualifications, salaries and subsidies are negotiable, and NUIST will provide an extra “Changwang Allowance” of 50,000-150,000 RMB and higher relocation expenses and start-up funds.

Those who are selected by the National “Youth Thousand Talents Plan”, National “Outstanding Youth” and other above-mentioned national talent recruiting programs after joining NUIST will be offered the corresponding annual salaries from the month after the selections. After three years of employment at NUIST, recruited talents will be eligible for “NUIST Changwang Scholars Plan”(Level A, B, C)and the winners can be provided with corresponding “Changwang Allowance”.
