骆家辉，一个平凡的中国人名字，但却是一个不平凡的人的代码。

　　骆家辉不仅是骆家的光辉，也是整个美国华人的光辉。他的从家到州府“一英里”故事已成传奇，但更大的传奇是出使他祖父逃离的国家；

　　他担任的是国务院仅次于国务卿位置，这个位置可以通向白宫；

　　他是华人，却不会说华语、也不会说台山话；他友华，但不知华（这点比洪博培不如）；

　　他是华人，但却是美国作派，追女人动用直升飞机，直接、大胆，看不见一点东方的含蓄、中庸；

　　他是“自由”的民主党人，人权的“卫士”，但却有一副温和的面孔和言辞（温和派民主党人），没有遭到两派的攻击，却遭到两派的首肯；

　　他是“仇富”的民主党人，却是商人的座上客，招商的能手；他在商务部首次开辟“招商引资”项目；

　　他律师出身：因此，他知道什么时候说什么话，不说什么话；因此他会大谈人权，会把中国告上WTO，但不会用被别人抓住把柄的语言；

　　他经历完整：当过民选的州长，微软、星巴克所在的州长，知道如何取悦选民，取悦媒体；

　　他当过政府部长，知道如何拨通奥巴马办公室的电话（洪博培不知道），知道如何服从上峰，如何执行奥巴马的意图；

　　他当的是商务部长，知道失业、赤字对美国的危害，因此知道如何在人民币升值、贸易上向中国施压；

　　这一些拼在一起，就是骆大使的形象：重商务、谈人权，在维护美国利益、贯彻奥巴马意图上不含糊，但他会灵活、稳健地处理。

　　--Under Herbert Hoover, Commerce was a powerhouse department because it was deeply involved in promoting infra-structure development, investment in American, and U.S. competitiveness. To achieve President Obama's objective of doubling American exports, it is first necessary that America make something to export. That is the job of the Commerce Department.

　　--The tragedy of Gary Locke is that he never understood the job or the potential power of the Commerce Department to do it. At this moment in time, when real unemployment is over 15 percent, the job killing trade deficit is over 3 percent of GDP and rising again, U.S. investment as a percent of GDP is among the lowest of the major countries, and U.S. manufacturing will soon be less than 10 percent of GDP the Commerce Department should be a powerhouse top tier agency along with the Departments of State, Defense, and Treasury.

　　--Locke is an excellent choice for the new job and will undoubtedly excel in the role. In fact, there is really only one thing the Obama administration can do to make this smart appointment even better：It can not appoint a replacement for Locke.

　　--Locke is a soft-spoken, detail-oriented, thoughtful, lawyerly fellow, which is not surprising given that in addition to being the former governor of Washington, he is also a lawyer.

　　--I have been quite critical of outgoing Commerce Secretary Gary Locke over the past couple of years. But on Wednesday he did something really worthwhile by announcing the establishment of SelectUSA, the first ever U.S. federal program to attract and win new business investment for the United States.
