What are the most critical and urgent issues in the cross-strait relationship after the reelection victory of Ying-jeou Ma in Taiwan and Barack Obama in the US, and the dramatic yet successful power transition to Xi Jiping in China? With China’s continuing assent to global power and its new leadership’s ambition to set a new political image, will China aim to make new moves in reaching the ultimate goal of unification? Will Ma’s current policies function well under the new circumstance? What role will the US play in dealing with Taiwan and China in the larger context of its recent strategic move of “pivot to Asia”? Equally important, given the increasing importance of public opinions and nationalism, especially the collective will expressed through the Internet, in China, what will likely be the new challenges to all three sides in managing the cross-strait relationship?

To address these and other important issues in the cross-strait relationship, the UCLA Center for Chinese Studies will organize and host an international symposium at UCLA, co-chaired by Professors Minxin Pei and Yunxiang Yan. Better communication leads to better understanding, which will in turn open up the possibility of better solutions. It is therefore crucial to hear the voices from Taiwan, China and the US as stakeholders in the evolving relationship across the Taiwan Strait. From each of the three sides, two internationally acclaimed scholars or experts of international security will share with the public their observations and insights in their presentation, and they will also participate in discussions with the audience.

Isomorphic Pressures, Epistemic Communities and State-NGO Collaboration in China

This study suggests that a lack of meaningful collaboration between the state and NGOs in China is not necessarily a result of a state that is seeking to restrict the development of the sector, or a fear of a potential opposing actor to the state. Instead, interviews with NGOs suggest that a lack of meaningful collaboration between the state and NGOs can be partially attributed to isomorphic pressures within state-NGO relations, and insufficient epistemic awareness of NGO activities and their utility on the part of the state. In fact, the evidence suggests that once epistemic awareness is achieved by the state, they will have a stronger desire to work with NGOs – with the caveat that the state will seek to utilize the material power of NGOs rather than their symbolic, interpretive or geographical capital.

Reza Hasmath(PhD, Cambridge) is a Lecturer in Chinese Politics at the University of Oxford. He has held faculty positions at the Universities of Toronto and Melbourne, and has worked for various think-tanks, development agencies, and NGOs in Canada, USA, Australia and China.

A Talk by Dr. Shuming Bao

Within the last ten years, the UM China Data Center has made lots of efforts in the development and distribution of government statistics, Census data, and GIS data of China. The presentation will introduce the newly developed spatial data explorers(China Geo-Explorer, Spatial Explorer of Religion, Urban and Regional Explorer)distributed by the University of Michigan China Data Center. It will demonstrate how space-time data of different formats and sources can be integrated, visualized, analyzed and reported in a web based system. Some applications in population and regional development, disaster assessment, environment and health, cultural and religious studies, and household surveys will be discussed for China and global studies.


Dr. Shuming Bao is the director of the China Data Center at the University of Michigan.
