“占中”运动 - 蹬鼻子上脸 全是自己人惯的

香港一部分人或受怂恿或不明就里连续数日混迹在“占中”运动之中,瘫痪了金融,瘫痪了交通,瘫痪了商铺,瘫痪了香港。期初,“占中”运动引来世界侧目,有赞美的,有声援的,有起哄的、有摇头的,有谴责的,也有看笑话的。但到了后来,这出戏正唱到带劲的时候,香港当地居民实在也忍不下去了,与“占中”者起了冲突。

香港这个弹丸之地在过去150多年中一直是中国人的痛。而在这150多年间,都是英国派总督过来统治。也就是说,英国递给什么,香港就得接着什么,港人根本没有自主选举总督的权利。这就是殖民主义者统治殖民地的秘诀:施小利、用大刑。在这种没有民主可言的环境下,香港人闷头赚钱,却也自得其乐。1997年香港回归祖国之后,虽然是马照跑,舞照跳,妓常嫖,但一些人依旧不愿做中国人,留恋给洋人当奴才的时光,进而一变脸,兴起了所谓的争民主运动,要求特区首脑直选产生。

直选并不错,中国中央政府也答应在2017年实施普选,但有个前提条件,特首候选人必须是爱国爱港人士。不过,这一条却不被现在的“占中”者接受。他们认为取消这一条才是“真普选”,不取消就不是真普选。所以就集结了不少人占领金融要塞中环。

个人觉得,中国中央政府的前提条件没有任何可挑剔的地方,竞选香港特首,本来就应该爱国爱港,难不成要一个不爱国不爱港的人担当特首要职?这件事如果放在美国,也会要求总统候选人爱国爱民,总不会找一个胳膊肘往外㧟的人选总统吧?驴党(美国民主党)的奥巴马如此,共党(美国共和党)的小布什也是如此。在美国,政党推举的总统候选人不仅要爱国,还得爱党。要知道,美国的政党也是有组织有纪律的,不是只有组织没有纪律的联谊会。候选人如果不爱党,其所在党就不会为他(她)的仕途埋单,您或者退党,或者转到别的政党去。如果想要代表所在政党参选公职,就必须接受党的指令,顺从和服从党的利益,不然的话,起码没有政党赞助的竞选经费。

香港的“占中”,让人不禁联想到2011年发生在美国的“占领华尔街”运动。那个时候,参与“占领华尔街”运动的人打出了一个响亮的口号——99%的穷人不满1%的富豪,要求1%的富豪别那么贪婪,给99%的穷人让点利。这个运动延烧到了全美各大城市,纽约、芝加哥、洛杉矶、旧金山、奥克兰……到处都有自称是99%的人到街上游行示威抗议。

“占领华尔街”运动到后期变了味儿,杂七杂八的诉求混迹其中,同时也闹得民众不得安宁。美国警察接到清场命令之后,一点儿都不给你废什么话,强行驱离,拒捕者严惩不怠,袭警者判终身监禁。在清场驱离过程中,有的人被警棍打得头破血流,有的人被泰瑟电击枪打伤。总之,美国警察的执法效率很高,谁敢再跟开枪不眨眼的警察较劲呢?

相比之下,香港的警察、台湾的警察、中国内地的警察,在处理大规模民众集会的时候,却显得太过温柔,生怕激起民怨和民愤。殊不知,蹬鼻子上脸全是自己人惯出来的,美国警察压根儿就不给闹事者蹬鼻子上脸的机会,在执法过程中做到了不折不扣,一步到位。这一点,中国警察倒是应该跟美国警察多交流交流,取取经,如有必要,可请进来走出去培训培训。


“占中”集会是一场与民主南辕北辙的闹剧

   至9月28日以来,由戴耀廷、陈健民、朱耀明等人策划组织的“占中”闹剧已经让香港的经济和金融遭受严重损失,社会秩序受到了严重的影响。通过多日的集会闹剧,“占中”以四处扩散的占领行为追求所谓的民主已然变质。我们不质疑这些“占中”参与者的初衷有多么地不纯,也不质疑“占中”背后有怎样的政治阴谋,但我们必须看清事实,必须理性地选择信仰。至“占中”闹剧上演,已经9天过去了,这已然成为了祖国的伤口,香港的伤痛。所以,能否乃至如何让这场“占中”闹剧如何收场,才是当下必须思考的问题。
    对于“占中”闹剧,看似为了所谓的民主,但不管初衷如何,其所造成的影响对中国、对香港都是严重的伤害。抛开这场闹剧的结局不论,以破坏国家稳定、破坏社会繁荣的方式来求民主,毋庸置疑是不合情理更不合法理的。“占中”闹剧绑架了香港政治,窃取了社会安宁,伤害了香港经济,更影响了国家的稳定。所以这注定就是一场方向错误的诉求表达。
    理性看待“占中”闹剧,必须认识到民主必须在正常的法治进程前提下,必须在稳定的社会秩序大环境中。若为了所谓的民主,便绑架他人意志,甚至不惜以政治稳定、经济繁荣乃至社会民生为代价,那便与民主的真谛大相径庭,南辕北辙。这样的追求民主的方式无疑是危险的,很容易沦为少数人的利益工具,甚至沦为一些用人险恶之人大收渔翁之利的良机。这样引狼入室的案例在世界历史上可谓屡见不鲜。要知道,我们有所谓的民主意识觉醒的机会正是在共产党的领导下无数革命先烈前赴后继的奋斗所带来的,更是我们国家的富强,社会的大繁荣所造就的。换句话说,没有了繁荣富强的国家,没有了稳定和谐的大环境,甚至以牺牲这些为代价换取所谓的民主,无疑是天方夜谭,比空中楼阁更为渺茫。
    世界是发展的,社会是进步的,在不同的社会阶段中,民主也就被赋予了不同的含义。但可以确定的是,不管民主被赋予了怎样的不同内涵,方向总是朝着越来越接近民主,这是个蓝图,就在前方。同样可以确定的是,无节制性的绑架社会稳定的或是急功近利的民主都不是民主,甚至会伤害民主,与民主背道而驰。
    所以,呼吁那些不理性的“占中”同胞,为了我们的民主,为了我们的民族,理性收场吧!

Silent HK majority urged to support government

As the government of the Hong Kong Special Administrative Region(SAR)and representatives of Occupy Central students look set to hold their first formal meeting on Friday, a former senior Hong Kong SAR official believes that the silent majority in Hong Kong should speak up.
Patrick Ho, former secretary of Home Affairs in Hong Kong SAR from 2002 to 2007, said the majority of Hong Kong is still silent on the Occupy Central issue, but they are beginning to realize the problem and truth underlying the civil disobedience by Occupy Central.
"Sooner or later, they will have to speak up. Because if they don't speak up, that will be the end of Hong Kong as we know it," Ho told China Daily on Monday after the conclusion of a two-day China-US media forum in Washington, organized by the China Energy Fund Committee, where he is now deputy chairman.
"I think(as)Hong Kong people, we have to speak up, we have to rise to action, and clean up the mess for Hong Kong," he said.
Ho believes that although some see the students' action as idealistic, laudable and honorable, the majority of Hong Kong people are very pragmatic, and these people have become a bit worried that the students and the younger generation would take such drastic action of defying and neglecting the rule and laws of Hong Kong.
Ho, who was educated in the United States for 16 years and an eye surgeon by training, believes the central government, together with the Hong Kong government, has the ability to take care of the problem.
He did not think there is a way for the government to compromise because the package passed by the Standing Committee of China's National People's Congress(NPC)was in accordance with the Hong Kong Basic Law as well as the previous declarations and provisions by the NPC Standing Committee.
"I think everything is in order. And this will provide a universal suffrage of one person, one vote, to the 5 million plus qualified voters in Hong Kong. This is a major stride forward for democracy in Hong Kong," he said.
Ho said Occupy Central, which now turns out to be Occupy Hong Kong, has been causing a lot of inconvenience and trouble with the traffic and livelihood of local residents. "I think Hong Kong will stand to suffer," he said.
To Ho, such damage is only on the surface. "In the long run, what Hong Kong stands to suffer is its reputation as a city that respects the rule of law, and justice," he said, adding that the rule of law has been one of the pillars for Hong Kong society.
"It's also one of the core values of the people in Hong Kong, to respect the law," he said, describing those participating in Occupy Central as "an overt action of defying and breaking the law".
"I think that's unacceptable, and I don't think the Hong Kong people should endorse the type of action because this is undermining the central core value of rule of law in Hong Kong," Ho said.
Ho noted that people have a short memory because they forget how they felt under the British rule before 1997. "The British never considered democracy for Hong Kong's universal suffrage," he said, adding that even the Sino-British joint declaration did not mention universal suffrage and democracy.
"That was the central government of China that has made such provisions in the Basic Law," Ho said.
While some people have accused the package for the selection of candidates for the 2017 chief executive election of being false democracy and not up to the international standards, Ho said there is no international standard regarding universal suffrage.
"Every country does the universal suffrage in different ways," he said, citing the US binary system of electoral vote and popular vote. In 2000 election, Al Gore won the popular vote but lost in the more important electoral vote, a phenomenon that triggers a lot debate both inside and outside the US.
He described the Hong Kong package as universal suffrage with Chinese characteristics and necessary for national security concern. The universal suffrage package for 2017 stipulates that candidates must be patriotic, love China and love Hong Kong.
Ho noted that he is aware of reports about foreign involvement in funding Occupy Central, noting that the tens of thousands of yellow umbrellas and other equipment and logistic arrangement as a concerted effort that has been planned way ahead of time.
Ho does not believe that Occupy Central can last too long, citing stamina, organization and sustainability in material and spirit as vital to a prolonged action.
"And I don't think those provisions are readily at hand at this time," he said.
"What we really should do is to wait it out and to exercise constraint, and also at the same time urge the silent majority to come out and formulate a stand, a position against Occupy Central,"
"And in so doing, the voice of Hong Kong people will be heard, and the government will be exercising what the majority people of Hong Kong want," Ho said.
