一、论坛介绍

北京科技大学计算机与通信工程学院将于2018年6月27日-6月29日举办“未来信息技术”国际青年学者论坛，诚邀海内外优秀青年学者共聚北京，围绕信息技术前沿、热点研究领域开展学术研讨，洽谈科研合作与人才引进，为海内外优秀青年学者搭建学术交流与回国发展的平台。

欢迎国际上计算机科学（Computer Science）、电子和计算机工程（Electrical and Computer Engineering）、电子工程（Electronic Engineering）、信息科学（Information Science）、软件工程（Software Engineering）、通信工程（Communication Engineering）、数据科学（Data Science）、人工智能（Artificial Intelligence）、机电工程（Mechatronics Engineering）等与信息科学与技术相关的各类优秀青年学者参加！

二、申请条件

年龄不超过40周岁，有2年以上连续海外学习、科研工作经历，在计算机、通信、电子等信息相关学科领域取得一定的研究成果优秀青年学者。

2.主办单位于2018年5月11日前向拟邀请对象发出邀请函；

六、学校简介

北京科技大学成立于1952年，是教育部直属全国重点大学，是全国首批正式成立研究生院的高校、首批国家“211工程”建设高校、首批“985工程”优势学科创新平台建设项目试点高校。2017年入选国家一流学科建设高校。学校主校区位于高校云集的北京市海淀区学院路，交通便捷，环境优美。

七、学院简介

计算机与通信工程学院计算机科学与技术、信息与通信工程2个一级学科博士点，计算机系统结构、计算机应用技术、计算机软件与理论、通信与信息系统、信号与信息处理5个二级学科博士点以及计算机科学与技术、软件工程、信息与通信工程3个博士后流动站，计算机系统结构、通信与信息系统是北京市重点学科。设有计算机科学与技术、通信工程、信息安全、电子信息工程、物联网工程5个本科专业，其中，计算机科学与技术、通信工程两个专业通过教育部中国工程教育专业认证。拥有1个北京市重点实验室、2个北京市工程研究中心、1个北京市国际科技合作基地和2个北京市教育教学基地等。

学院师资队伍学术思想活跃、知识储备深厚、年龄结构合理。共有专任教师100人，其中长江学者特聘教授1人、国家杰出青年科学基金获得者1人、教育部新世纪优秀人才4人、博士生导师27人、教授30人、副教授45人。此外，还有一支以中国工程院原副院长邬贺铨院士、国家“千人计划”特聘专家John Glossner博士领衔的20余名国内外知名教授组成的兼职教授队伍。

依托信息学科优势，学院为行业企业的信息化和国家工业的科技进步做出了重要贡献，曾获国家科技进步一等奖和二等奖、教育部自然科学二等奖、技术发明二等奖等省部级以上奖励20余项，同时为社会各界输送了大批拔尖创新人才。进入新时代，学院紧紧围绕国际前沿、国家需求和行业需求开展学科建设和专业建设，正在为建成具有明显学科优势和一定特色，在国内外有较大影响的研究型学院不断努力。

八、学校相关人才引进政策

（一）“万人计划”领军人才、“长江学者”特聘教授、国家杰出青年科学基金获得者等

支持条件：

（1）提供税前确定薪酬人民币60万元/年以上，正常享受教学科研津贴、各类奖励和二级单位津贴，上不封顶；

（2）提供住房补贴人民币200-300万元；

（3）提供科研启动经费理工类人民币300-600万元、经管类和人文社科类人民币50-100万元；

（4）办公及实验用房等其他事宜面议。

（二）“青年千人计划”入选者、青年长江学者、国家优秀青年科学基金获得者、“万人计划”青年拔尖人才等

支持条件：

（1）提供税前确定薪酬人民币40万元/年以上，正常享受教学科研津贴、各类奖励和二级单位津贴，上不封顶；

（2）提供最高人民币100万元的住房补贴；

（3）对于“青年千人计划”入选者，按照国家支持经费标准1:1 配套科研启动经费；对于青年长江学者、国家优秀青年科学基金获得者、“万人计划”青年拔尖人才提供科研启动经费理工类人民币150万元、经管类和人文社科类人民币50万元；

（4）办公及实验用房等其他事宜面议。

（三）特聘教授、特聘副教授、北科青年学者

（1）对于在相应学科取得国内外同行专家公认的突出业绩、学术水平在本学科同类人员具有明显优势、有较大发展潜力的青年人才，可直接聘任为特聘教授或特聘副教授。

（2）对于35岁以下、取得海外知名高校博士学位、学校学科发展急需、具有成为优秀科学家潜质的青年人才，可入选“北科青年学者”，并享受8-12万/年的人才津贴。

上级部门给予各类人才的奖励和资助正常发放，社保事宜均按照国家有关政策执行。学校具有优质基础教育资源，可解决人才子女入托入学问题。其他特殊情况一事一议。

1. Introduction

The School of Computer and Communication Engineering of University of Science and Technology Beijing will host the “Future Information Technology” international young scholar forum from June 27rd to June 29st, 2018. The forum aims at gathering outstanding young scientists and technologists all over the world to interact and discuss emerging frontiers in science and technology. Through presentations and discussions, the forum will foster cross-disciplinary exchange and cooperation among the meeting participants in emerging scientific and technological fields and contribute to sustainable development. More importantly, we would like to build a platform for young scholars to pursue a career in China.

Young scientists and technologists in Information Science and Technology are keenly anticipated. Expected disciplines include but are not limited to Computer Science, Electrical and Computer Engineering, Electronic Engineering, Information Science, Software Engineering, Communication Engineering, Data Science, Artificial Intelligence, and Mechatronics Engineering.

• USTB will send invitation letters or emails to invitees by May 11th.
• Invitees must send an email reply by May 18th confirming attendance.

4. Schedule

• Check-in for the Young Scholar Forum will begin on June 27st, 2018 in Beijing, China.
• The Forum will formally begin and discussion sessions will be conducted on June 28st.
• The Exploratory Forum will formally conclude on June 29th. Any pending affairs will be followed through individually.

Please note that all accommodations and international travel expenses to/from Beijing incurred for the Forum will be covered by USTB.

6. Overview of USTB

Founded in 1952, the University of Science and Technology Beijing（USTB）is a key national university under the administration of the Ministry of Education, China. In 1997, USTB was selected into the first tier of universities for China's “211 Project”. It was also supported by the “985 Project：Platform for National Advanced Disciplines Innovation Program”. The main campus is on Xueyuan Road of Beijing’s Haidian District, where a number of China’s most prestigious universities converge are located. From the USTB campus it is easy to access public transportation, nearby parks and other city attractions.

7. About the School of Computer and Communication Engineering（SCCE）

The SCCE has doctor-degree programs of 2 primary disciplines（Computer Science and Technology, and Information and Communication Engineering）and 5 secondary disciplines（Computer Systems Architecture, Computer Applications Technology, Computer Software and Theory, Communication and Information System, and Signal and Information Processing）, and post doctorate stations of 3 disciplines（Computer Science and Technology, Software Engineering, and Communication and Information System）. Among them, the disciplines, Computer Systems Architecture and Communication and Information System, are Key Disciplines of Beijing. Meanwhile, the SCCE has 5 undergraduate programs（Computer Science and Technology, Communication Engineering, Information Security, Electronic Information Engineering, and Internet of Things Engineering）. The programs of Computer Science and Technology and Communication Engineering have been certified by the China Engineering Education Accreditation Association, Ministry of Education, China. The school also has 1 Key Laboratory of Beijing, 2 Engineering Research Center of Beijing, 1 International Technology Cooperation Base of Beijing, and 2 Education and Teaching Bases of Beijing.  

Currently there are 100 faculties in the School of Computer and Communication Engineering. Among them, there are 1 Chair Professor of Cheung Kong Scholars Program, 1 awardee of National Science Foundation for Distinguished Young Scholars, 4 awardees of Program for New Century Excellent Talents in University, 27 Ph.D. supervisors,30 professors and 45 associate professors. Besides, 20 famous scholars, including Prof. Wu Hequan（academician of the Chinese Academy of Science）and Dr. John Glossner（National "Thousand People Plan" Specially-invited Expert）, work as adjunct professors at the school.

Relaying on the advantages of the information discipline, the school has made significant contributions to the informatization of industrial enterprises and technical progress of the national industry. It has won more than 20 provincial level or above awards, such as the first and second class National S&T Progress Awards, the second class Natural Sciences Award of the Ministry of Education, and the second class Technological Invention Award. Faculties and students of SCCE will carry forward the traditions of the university, and achieve the great goals in the construction of top-level SCCE and world-class University through our persistent, concerted and creative work.

8. USTB Recruitment Policy

（1）Benefits and supporting policies for individuals already-recognized as leading academics of "Ten Thousand Talent Program", Chair professors of " Cheung Kong Scholars Program ", and winners of the "National Science Fund for Distinguished Young Scholars":

• Remuneration will be more than RMB 600,000（before tax）per annum. Fellows will also enjoy teaching opportunities, research subsidies, various kinds of incentives, and allowances from pertinent third-parties, all of which are not capped.
• Maximum housing subsidies of RMB 2-3 million are provided by USTB;
• Fellows will be granted start-up funding of RMB 3-6 million for science and engineering research, or of RMB 500,000-1,000,000 for humanities and social science research.
• Fellows’ office, laboratory room and other related affairs are arranged on a case-by-case basis.

（2）Benefits and supporting policies for individuals already-recognized as selectees of the Recruitment Program of Global Youth Experts（known as “the Thousand Talents Plan”）, “Young Program of Cheung Kong Scholars Program”, winners of the “National Science Fund for Excellent Young Scholars,” and top-notch young talent of the “Ten Thousand Talents Program”: 

• Remuneration will be more than RMB 400,000（before tax）per annum. Fellows will also enjoy teaching opportunities, research subsidies, various kinds of incentives, and allowances from pertinent third-parties, all of which are not capped.
• Maximum housing subsidies of RMB 1 million are provided by USTB;
• For selectees of the Recruitment Program of Global Youth Experts, Fellows will be granted scientific research start-up funding at a ratio of 1:1 in accordance with national support funding standards; for “Young Program of Cheung Kong Scholars Program”, winners of the “National Science Fund for Excellent Young Scholars”, and top-notch young talent of the “Ten Thousand Talents Program”, they will be granted start-up funding of RMB 1.5 million for science and engineering research, and RMB 500,000 for humanities,  management and social science research;
• Fellows’ office, laboratory room and other related affairs are arranged on a case-by-case basis.

（3）Distinguished professors, distinguished associate professors, and promising scholars recognized by USTB:

• Those who have achieved an outstanding performance in their corresponding disciplines, and young Fellows who have demonstrated strong talent and show potential for greater development, are eligible to be directly appointed as distinguished professors or distinguished associate professors at USTB.
• For those who are below 35 years of age, possess a doctoral degree granted by a renowned institution, are experts in a field urgently required by USTB, or have demonstrated the potential to become outstanding scientists, they will be bestowed the title of “USTB Promising Scholar”, and enjoy subsidies of RMB 80,000-120,000 per year.

All incentives and funding by USTB will be provided in accordance to university regulations and standard practices. The university has special kindergarten and primary schools for faculties.
