论坛简介

海内外青年学者“兴海论坛”已连续举办三届，旨在通过邀请不同学术背景的海内外青年才俊，围绕国际科学前沿、热点研究领域以及行业产业的技术问题等展开研讨和交流，进一步促进学科交叉与学术创新，并加强海内外优秀青年学者对哈尔滨工程大学的认识与了解，互相启迪，促进双方共同发展。

学校简介

哈尔滨工程大学坐落于美丽的松花江畔——北国冰城哈尔滨市。学校的前身是创建于1953年的中国人民解放军军事工程学院，是当时远东地区最大的综合性军事技术高校,即赫赫有名的“哈军工”，她曾用短短13年的时间为新中国培养了200多位院士、将军、省部级领导以及数以万计的高级工程技术人才，创造了中国第一艘试验潜艇、第一部舰载计算机等数十项共和国第一。孕育了国防科学技术大学、南京理工大学等多所著名高校。

学校现隶属于国家工业和信息化部，是国家首批“211”工程重点建设高校、“985工程”优势学科创新平台建设高校。2017年，学校进入国家“双一流”建设行列。2018年，学校成为工业和信息化部、国家海洋局共建高校。2019年，学校成为工业和信息化部、教育部、黑龙江省人民政府、哈尔滨市人民政府四方共建高校。

学校始终坚持服务国家战略和国防需求，已经成为国家“三海一核”（船舶工业、海军装备、海洋开发、核能应用）领域重要的人才培养和科学研究基地。

学校现有一级学科博士点14个，一级学科硕士点32个，本科招生专业39个，博士后科研流动站12个，博士后科研工作站2个。国家一级、二级重点学科各1个，国防特色学科10个、国防特色专业7个，材料科学、工程学、化学进入ESI全球前1%行列。学校是首批入选“卓越工程师教育培养计划”高校，并被教育部、总政治部列入“21世纪人才强军计划”，是海军在东北地区唯一选拔培养后备军官的依托学校。学校加大科技服务区域经济工作，“青、烟、深”三地共建一批校企、校地科技合作平台。2018年，哈尔滨工程大学青岛创新发展基地一期工程全面开工，年内实现主体封顶。哈尔滨工程大学青岛科技园完成军民融合科技服务机构认定，开创了学校科技产业平台建设新局面。定位“大海工”的烟台研究院开工建设，定位“海洋信息”的深圳海洋研究院签订共建协议。学校海洋工程、人工智能、高端装备制造等科技成果落地哈尔滨碧海产业园。

学校科研实力不断增强，2018年全年科研经费到款15.3亿元，人均科研经费超百万，位居全国前四名。

申报条件及学科领域

1.青年拔尖人才：具有海（内）外高水平大学博士学位，且在海（境）外从事科研工作3年以上，在相关领域取得一定成绩或具有发展潜力的海（内）外优秀青年人才。年龄不超过40岁；

2.优秀博士研究生：海（内）外高水平大学应届博士研究生，且本、硕均为海（内）外高水平大学毕业，具有良好的学术基础和成长潜力的优秀博士研究生。年龄不超过32岁；

3.特别邀请“青年千人”“青年长江”“青年拔尖人才”“优秀青年科学基金获得者”等优秀中青年学者到校交流；

4.船舶与海洋工程、核科学与技术、动力工程及工程热物理、控制科学与工程、仪器科学与工程、水声工程、计算机科学与技术、机械工程、信息与通信工程、材料与科学工程、光学工程、力学、数学、物理、人文经管等相关学科领域。

Being Quadripartite-Established Double First-RateUniversity,

HEU Opens a New Chapter

Recently, the Ministry of Education officially announced that the approved and established seven international cooperation joint laboratories would provide powerful support for the Double First Rateconstruction. Harbin Engineering University is one of them. From the List of International Cooperation Joint Experiment Project Approval of 2019, the finalist Naval Architecture and Ocean Engineering Laboratory once again certifies the potent status of Naval Architecture and Ocean Engineering Discipline, which has also been selected into the world-class disciplines and awarded A+ in the fourth round of national assessments.

In addition, 13 disciplines of HEU ranked the top 30% in China, whose Materials science, Engineering, and Chemistry have listed on the top 1% of ESI. HEU now has become a university quadripartite-established by the Ministry of Industry and Information Technology, the Ministry of Education, the Heilongjiang Province People’s Government, and the Harbin Municipal People’s Government.

HEU, as a promising university, has the rich accumulation of scientific research. Here, dozens of scientific work, such as the first experimental submarine, the first hydrofoil, the first carrier computer, and the first strip sounder, filled up the domestic voidin the related fields. Scientific payoffs such as duplex submersibles, hovercrafts, and gradient sonic instruments are also the No.1 in the world.

HEU will hold the Xinghai Forum aiming at domestic and international young scholars in May 2019. We sincerely invite young talents to attend to learn more about this distinguished university!

Xing Hai Forum

The Xing Hai Forum aiming at the domestic andinternational young scholars has been held for three consecutive sessions. Itis intended to invite young talents at home and abroad who have different academic backgrounds to discuss and exchange ideas on international scientific frontiers, hot research areas and technical issues of related industries, further promoting the interdisciplinary research and academic innovation, and strengthening the understanding of outstanding young scholars about HEU, also, motivating the mutual enlightenment and facilitating the corresponding development.

Introduction on HEU

Harbin Engineering University is located in Harbin, the Northland Ice City, which is beside the beautiful Songhua River.The predecessor of HEU, the People’s Liberation Army Military Engineering Institute was established in 1953. It was the largest comprehensive military technical college in the Far East at that time, namely the well-known “Ha Jun Gong”. In just 13 years, it has trained more than 200 academicians, generals, provincial and ministerial leaders, as well as tens of thousands of senior engineers for the New China. In addition, it created the China’s first experimental submarine, the first shipboard computer and dozens of first scientific achievements for P.R. China. Also, it has nurtured many famous universities as well, such as the National Defence Science and Technology University and the Nanjing University of Science and Technology.

HEU is now affiliated to the Ministry of Industry and Information Technology. It is one of the first batch of “211” Project for Key Construction Universities and “985” Innovative Platforms for Key Disciplines Project. In 2017, HEU has been on the list of Double First-Class Disciplines Universities. In 2018, HEU became a co-construction university of the Ministry of Industry and Information Technology and the State Oceanic Administration. In 2019, this university has been co-constructed by four institutions, includingthe Ministry of Industry and Information Technology, the Ministry of Education, the People’s Government of Heilongjiang Province, and the People’s Government of Harbin.

HEU has always adhered to serving the national strategy and national defence needs. It has become an important talent trainingand scientific research base in the field of “San Hai Yi He”（Ship Industry, Marine Equipment, Marine Engineering, Nuclear Application）.

Now from the perspective of first-level disciplines, HEU has 14 doctoral programs and 32 master programs, as well as 37 undergraduatead missions programs, 12 post-doctoral research stations, and 2 post-doctoral research programs. Additionally, HEU has one national first-level key discipline, one second-level key discipline, 11 national defence specialty disciplines and 7 national defence specialty majors. Meanwhile, its Materials Science, Engineering Science, and Chemistry have ranked the top 1% of ESI. HEU was also selected as one of the first universities to be awarded the “Excellent Engineer Education and Training Program”, and was included in the “21st Century Talents Strong Army Plan” by the Ministry of Education and the General Political Department. It is the only university supported by the Navy in the Northeast Chinafor the selection and training of reserve officers. HEU is making great effort to develop the regional economy by science and technology, in which process anumber of university-enterprise and university-local government science and technology cooperation platforms have been established in the “Qing, Yan, Shen” areas. In 2018, the first phase of the Qingdao Innovation and Development Base of Harbin Engineering University was started, and the main buildings were finished during the same year. Qingdao Science and Technology Park of Harbin Engineering University has been identified as the civil-military Integration technology service institution, which opens up a whole new ball game in the construction of the tech industry platform. The Yantai Research Institute that is targeting at the “Ocean Work” started to construct, and the Shenzhen Ocean Research Institute which is targeting at “Ocean Information” has signed a joint construction agreement. Scientific achievements including marine engineering, artificial intelligence, and high-end equipment manufacturing have landed in Harbin Bihai Industrial Park.

The scientific prowess of HEU has been continuously enhanced. In 2018, the research funding reached 1.53 billion CNY, and the per capita research funding exceeded one million CNY, which ranked the top four in China.

Outstanding Youth Talents：outstanding young talents with doctoral degree of domestic or overseas top universities, who have worked overseas for more than 3 years, and have achieved certain achievements or development potential in related fields. No more than 40 years old.

Excellent Doctoral Students：Ph.D. students from domesticor overseas top universities should have obtained bachelor’s and master’sdegree from domestic or overseas top universities, and have excellent academic backgroundand growth potential. No more than 32 years old.

Participants should book the round-tripplane tickets in advance, which will be reimbursed by HEU later（the maximum amount of reimbursement is as follows：Participants who depart from Europe, the United States and other places will be reimbursed 15,000 CNY per person; Participants who depart from Asian countries will be reimbursed 10,000 CNY per person; Participants who depart from Hong Kong, Macao and Taiwan or mainland China will be reimbursed 5000 CNY per person.
