Judy Chen Haggerty was elected to the board in 2001 and was reelected in 2005, 2009, and 2011. She became the first Asian-American to serve as board president in 2006.

Previously Chen Haggerty served as an executive board member of the Mt. SAC Foundation and currently is a member of the Advisory Committee on Education Services of the Community College League of California and the Advisory Committee of the Mt.SAC Regional Health Occupations Resource Center and the La Puente Valley Regional Occupational Program. She has served on the California Community College Trustee Officers Nominating Committee, and on the Evaluation Team of the Accrediting Commission for Community and Junior Colleges, Western Association of Schools and Colleges.
In the community, Chen Haggerty is a member of the Governing Board of Whittier Medical Center. She served for 10 years as a board member of the Presbyterian Intercommunity Hospital, and is a former vice president of the Rowland Heights Community Coordinating Council.
Professionally, she is a practicing attorney and law professor at Rio Hondo College in Whittier and she is the Law Area Chair/Lead Faculty member for the University of Phoenix. For nearly 20 years, she has legally advised many domestic and international companies and has focused on educational consulting in recent years.
A longtime Rowland Heights resident, Chen Haggerty holds a Bachelor of Law in public administration from National Chun-Hsin University(Taiwan)and a Juris Doctor from Western State University College of Law.
