Risk Management in Pharmaceutical R&D

Abstract of the presentation: Portfolio risk management in pharmaceutical R&D.
A pharmaceutical R&D portfolio is a group of components (a subportfolio, program, projects, or other work) that are to achieve positive return for investment. In this aspect the differences to financial asset management is minimum. The pharmaceutical R&D portfolio management functions exist in many different forms pending organization. In general we use tools and techniques to identify, prioritize, monitor, and report the contributions of the components to organizational objectives. We characterize the potential of a positive return of each project asset, identify gaps of the asset using appropriate matrices to gain the insights into the risk components, and finally we make recommendations for critical path activities to ascertain higher probability of successes.
For the R&D processes in any organization, a portion of the asset collection may be reliant on the same technology base, or a research program comprises
of projects based on one single signaling pathway, or an entry by a competitor into the market may make all project assets in a disease program obsolete. As a role for portfolio management, identification of such correlated risks is critical for sound decision of the organization. Another risk of R&D activities deals with the uncertainties in the expected return. Decision is very much dependent on the stakeholder''''s confidence
levels, risk tolerance levels, and also naivety or misinformation of decision makers. It is critical to be aware that stakeholders make the final call not based on the accurate data because there is no accuracy in the
data. Decisions are based on wisdom, assumptions, risk tolerance, and some data. The portfolio management must critically identify sources driving decision making and focus on data components to calculate probability of
successes and the ability to win.
Dr. Yang obtained a PhD in Biochemistry from University of Basel, Switzerland. He was the first one who identified and characterized the signal peptidase for mitochondrial protein transport in the baker''''s yeast.
He carried out his postdoctoral studies on the yeast two-hybrid system, and generated a peptide library to be used for in vivo protein-peptide interaction.
His drug discovery experiences started first at the CuraGen Corporation, with the main focus on the protein expression for functional genomics studies. After Curagen, He became the US head for protein and cell sciences at the Serono Inc, which was acquired by Merck KGaA in 2007. Meijia has over 12 years of direct drug discovery experiences in both small molecule and

2011 NECINA & SAPA-NE SUMMER OUTING (July 30th)
Finally the bright sun is out to welcome us into a soon-to- be lovely summer. After one month''s joint efforts with SAPA-NE, NECINA is pleased to announce its traditional summer outing event. This year, we have chosen Canobie Lake Park, a very exciting and fun place for our members and their families, in Salem, NH. 美國公民及移民服務局(USCIS)將於13日(周三)舉行有關外籍勞工H-1B簽證和21世紀競爭法案(AC21)的公開會議，與法案有切身利益關係的公眾，包括雇主和雇員，都可以親自參加或打電話參與，現場提問或提出建議。 會議的時間為美東時間13日下午2時，有意參與者可在12日前發送電子郵件至public.engagement@dhs.gov 提交申請，標題為「AC21」，郵件中要註明姓名和所代表的機構，隨後會獲告知親自參加或電話參與會議的具體方法。
會議將涉及以下議題：H-1B簽證(身分)六年期滿後的延期；如何計算H-1B允許停留的期限；H-1B身分的可轉換性及可攜帶性；工作職位的靈活性以及職業移民I–140申請的可攜帶性；H-1B違規的檢舉規定；雇主因沒有遵守勞工紙(LCA)申請宣誓證詞而被暫時剝奪H-1B申請權等。
AC21法案的核心是H-1B簽證在遞交職業移民申請後具靈活性，包括六年期滿後在何種情況下可以延期一年或三年；在職業移民I-485提交180天後可以更換雇主並且從事同類工作，並可繼續保持綠卡申請程序。 根據目前移民局的效率，職業移民調整身分申請幾乎不可能在180天內獲得批准，因此幾乎申請了職業移民的H-1B持有人，都能因AC21法案而受惠。會議將探討AC21的執行細節。 |

中國人民對外友好協會與美國全國州長協會本月１３日至１６日將在美國猶他州鹽湖城共同舉辦首屆中美省州長論壇。本次論壇主題是“加強中美地方合作、促進共同繁榮”，並將圍繞“雙邊貿易與投資”、“新能源產業開發與合作”、“環保領域合作”、“教育合作與青年交流”四個議題展開。論壇期間，中美省州長們將舉行對口會見，雙方還將簽署涉及經貿、教育、科技等領域的數十項合作協議。今年１月胡錦濤主席訪問美國期間，兩國在《中美聯合聲明》中宣佈建立中美省州長論壇，中國外交部和美國國務院簽署了《關於建立中美省州長論壇以促進地方合作的諒解備忘錄》。該論壇旨在為中美兩國省州級負責人提供重要交流平臺，以促進兩國地方在貿易、投資、能源、環境、人文等領域的務實合作。中美省州長論壇的建立是中美共同促進兩國地方間合作的開創性舉措，有利於進一步夯實中美共同利益和互利合作基礎。出席這次論壇的中方代表團中包括來自中國浙江、安徽、雲南、青海等省的省委書記或省長，美方將有３０多位州長出席論壇。為推動論壇的長期化和機制化，應中國人民對外友好協會邀請，美國全國州長協會將組織美國州長代表團在今年下半年回訪中國。論壇計劃今後每年舉辦一次。
