为吸引广大海外高层次人才来台创业创新，台州实施了“500精英计划”，出台了一整套扶持海外高层次人才回国创业创新的优惠政策（详见http://500.tzrc.gov.cn）。

精英路径为：

第二步：接受邀请。如您通过初评，我们将在9月15日左右向您发出来台参加“500精英计划”综合评审（路演和答辩）的正式邀请。
第三步：来台参评。请您按时到台州参加“500精英计划”综合评审（初定9月24-25日），项目一年内在台州落地有效。
第四步：考察洽谈。台州方面组织地方领导、风投公司负责人、民营企业家与您进行合作洽谈，同时安排您对台州进行实地考察。
来台参加综合评审人员来自欧美国家的，给予10000元/人的补贴；来台参加综合评审人员来自欧美之外其他国家的，给予6000元/人的补贴，来台参加综合评审人员来自国内的，给予1000-3000元/人的补贴（省内1000元、周边省份2000元、其他省份3000元）。在台期间考察、食宿等费用一律由台州负责。

Dear CSA members, colleagues and friends,
You are cordially invited to submit a manuscript for the forthcoming 2014 edition（Volume 9）of Academic Perspective 学术展望杂志（ISSN 1936-1246）, an annual e-journal published by the Chinese Scholars Association of Southern California（CSA-SC）.
Authors are encouraged to submit your works（including preliminary research）, book reviews, and commentaries in their disciplines and fields. In addition, this volume also includes members’ news to report your relevant activities in the past year.
Your manuscript can be in either Chinese or English, with a maximum length of 15 single-spaced pages. The submission deadline is September 15, 2014.
Submitted manuscripts will be reviewed by the CSA Editorial Board and/or other invited peer reviewers. Notice of acceptance will be sent to authors after their works are accepted for publication in the Journal.
All of the journal articles are freely available to the public online. Authors retain copyrights to their individual articles, hold sole responsibility for their writings, and are welcome to reuse it as they deem appropriate. Make sure that your submissions have no copyright issues.
Your manuscript must be a Word document, single spaced, with one-column layout, one-inch margins, Times New Roman font size 12, first-level headings in all capital letters, and second-level headings with first letter in capital. References must be in alphabetical order and be placed at the end of the manuscript. Citations in the text must refer to authors by last name. Please do not use footnotes.
