18大將屆,北京當局投入一切力量「維穩」,網路「謠言」成為管制重點。「國家網際網路信息辦公室」日前要求在18大期間,營造良好網上輿論氛圍,並嚴格整治「網路謠言」與「低俗資訊」,被外界質疑是「封網」、強化思想控制。不過官方宣稱,相關措施只是為了網路安全,避免惡意程式攻擊,並非思想箝制。 兼任「網路信息辦」主任的中宣部副部長王晨,日前召集各省市「網際網路信息辦」主任,以及其他相關部門負責人舉行會議。他指示,各地網宣網管部門必須全力以赴,做好18大宣傳工作。各單位必須運用各種手段,及時準確「報導好、宣傳好」18大,營造網路上「解放思想、改革開放、凝聚力量、攻堅克難」的氛圍。會議也特別要求,加強網上管理,堅決查處違法有害資訊,淨化網路環境,確保資訊和網站運作安全。 對於外界抨擊當局要在18大期間「封網」,大陸工業和信息化部通信發展司司長張峰,25日在國務院新聞發布會上反駁,表示「封網」一詞並不準確。張峰指出,相關措施是為了保障18大期間網路安全暢通,有關部門會針對高發事件和熱點問題,進行跨地區和跨企業的網路安全檢查,也會加強偵測木馬等惡意程式。他強調,相關措施不是對內容審查,也未針對個別網路用戶。 |

中共11月8日即將召開的18大上,習近平將正式成為中共、中國國家最高領導人。「美國之音」引述分析人士指出,習近平掌權後可能走新加坡執政模式。 所謂「新加坡模式」就是一黨執政下,有公民社會、自由經濟、新聞自由和司法獨立。 「人民日報」社的「人民論壇」10月初刊文宣傳「新政治觀」。中共中央黨校校刊「學習時報」本周刊載題為「新加坡建設服務型政府的經驗」的署名文章。這些都被外界看成是習近平為正式接掌黨權之後推動改革所做的理論鋪墊。「學習時報」文章稱讚新加坡執政的人民行動黨自44年前執政以來連選連任,長期執掌國家政權,同時確保了黨的高效、廉潔、有活力。文章認為,這跟新加坡人民行動黨在政治、經濟、社會管理等方面所做的改革分不開。文章指出,新加坡實行的「建設公共服務型政府」的做法,增強了人民行動黨執政的合法性地位。「新加坡模式」或許是中共政改學習的方向。習近平2010年在北戴河與新加坡前總理李光耀見面,同年他還帶隊出訪新加坡取經,共同為鄧小平紀念碑揭幕。 但北京自由撰稿人、前經濟學周報副總編高瑜說,「新加坡模式」不適合中國國情。學習「新加坡模式」最後學到的還是「一黨執政」,其它內容只能是流於空談。 歷史學家章立凡認為,中國跟新加坡存在體制上的巨大差異。新加坡政府治理的好比是一個公司化的國家,因為國土面積非常小;而中共面對的是一個幅員遼闊的國家,而且各地區文化、經濟發展非常不平衡。章立凡認為,兩個國家在規模上沒有可比性,因此不能照搬「新加坡模式」。習近平要走的這條政改路充滿風險,但他的改革得到中國改革派的支持,還得到普通民眾的支持。北京理工大學教授胡星斗說,習近平跟「胡溫」政權打壓民眾,造成社會更加不穩定的「政績」相反,他繼承了其父習仲勳的優秀品德,不害人、為人正直。胡星斗預見,習接掌黨和國家領導權後,會以相對寬容的態度對待異議人士。 |

Jason E. Squire, professor at the USC School of Cinematic Arts, teaches movie business, case studies and screenwriting. Squire's groundbreaking research on business aspects of entertainment helped establish "movie business" as a distinct area of academic study. Richard Anderson received a Special Achievement Oscar for Sound Editing on Raiders of the Lost Ark(1981). He was also nominated for both Poltergeist (1982)and Daylight (1996). He also won an Emmy for his work on Amazing Stories (1985)as well as Golden Reel Awards for Predator(1987)and The Lion King(1994). Robert Rosen is a professor, critic, preservationist and Dean Emeritus of the UCLA School of Theater, Film and Television. He has spoken at scholarly, public, and professional meetings in more than twenty nations on subjects related to film criticism, media history, film and television production and curatorship. Huilin Huang is the foundinng director of AICCC. She was the Director of the Film, Television and Theater Research Center of Beijing Normal University, a standing member of the Arts Education Committee of the Chinese Ministry of Education, chairperson of the Film and Television Education Committee of the Chinese Association of Higher Education, and Vice Chairperson of the Research Association of the History and Theory of Chinese Drama. Shixian Huang is Professor Emeritus of the famed Beijing Film Academy(since 1961). They would have to go through the very tough decisions during their selection process. Usually, if they really liked your project or qualification, you should receive the invitation before 10/5. If you have not received any confirmation of the invitation yet, more likely you may not be on their final list. It will not hurt to send your email to IOCSC@yahoo.com and ask for sure.
