The U.S. government has denied a visa to a Colombian journalist who was invited to take up a fellowship at Harvard University, the Associated Press reported last week. The journalist, Hollman Morris, has been a vocal critic of Colombia''''s departing president, Álvaro Uribe--an ally of the United States.

This is not the first time that the U.S. government has denied visa applications from foreign scholars whose beliefs or writings conflict with the government''''s.

During the Bush administration, the Departments of State and Homeland Security revived the practice of “ideological exclusion,” refusing visas to foreign scholars, writers, artists, and activists on the basis of their ideas, political views, and associations rather than their actions. In recent years, many foreign citizens have been barred from the United States when they sought to travel here to attend academic conferences, take up faculty posts, or perform other scholarly work.

This alarming trend is at odds with fundamental AAUP principles and our nation’s historic commitment to the free exchange of ideas. Ideological exclusion impoverishes academic and political debate, and harms faculty and other Americans by denying them access to speech that is protected by the First Amendment.

That’s why the AAUP teamed up with the American Civil Liberties Union and other groups to fight for the rights of scholars to enter the United States and of our members to hear them speak. Together, we filed lawsuits challenging the denial of visas to Tariq Ramadan, a Swiss national and professor at the University of Oxford, called “the leading Islamic thinker among Europe’s second- and third-generation Muslim immigrants” by Time magazine; and Adam Habib, a South African political commentator and human rights activist who serves as a Deputy Vice Chancellor at the University of Johannesburg.

Recently, secretary of state Hillary Clinton signed orders ending the ideological exclusion of Ramadan and Habib. This was a positive step forward. But the practice of ideological exclusion should be ended for good.

We wrote to Clinton expressing our alarm about the most recent visa denial. Stand with the AAUP and the ACLU, and send a letter to Secretary Clinton urging her to end the State Department’s misguided and unconstitutional practice of ideological exclusion.
